<br />November 26, 2019 <br /> <br />At a Called Meeting of the City Council on Tuesday, November 26, 2019 there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, *Elizabeth M. Psimas, <br />Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager Dr. L. Pettis Patton, <br />City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 432 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 26, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 433 - The following items were discussed in Public Work Session: <br /> <br />1. Civic Center Relocation - Bob Baldwin, Deputy City Manager <br /> <br />2. South Norfolk Bridge Update - Billy Butt, City Assessor <br /> <br />3. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br />4. <br />City Council Liaison Reports <br /> <br />-Councilman Glover - <br /> <br /> Question about public hearing for January. <br /> <br />-Councilman Clark - <br /> <br /> Parking Authority meeting update. <br /> <br /> Hampton Roads Regional Jail Authority meeting update. <br /> <br />-Vice Mayor Lucas-Burke - <br /> <br /> Portsmouth Redevelopment and Housing Authority meeting update. <br /> <br />-Mayor Rowe - <br /> <br /> Hampton Roads Transit update. <br /> <br />19 - 434 - Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to go into Closed <br />Meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation <br />with legal counsel pertaining to actual or probable litigation, where such consultation in <br />open meeting would adversely affect the negotiating or litigating posture of the City, <br />specifically regarding Michael A. Moore v. City of Portsmouth, Portsmouth Circuit Court <br />Case Numbers 19003403, 19003277 and 19004481; and <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing <br />the acquisition and/or disposition of real property where discussion in an open meeting <br />would adversely affect the bargaining position or negotiating strategy of the public body, <br />specifically regarding properties owned by Greater Portsmouth Development <br />Corporation; and <br /> <br />(C) pursuant to Virginia Code subsection 2.2-3711 A.6 for the purpose of discussing <br />or considering of the investment of public funds where competition or bargaining is <br />involved, where, if made public initially, the financial interest of the City would be <br />adversely affected, specifically regarding ownership and maintenance of cemeteries. <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Psimas, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
