November 26, 2019 At a Called Meeting of the City Council on Tuesday, November 26, 2019 there were present: Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, *Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 19 - 432 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 26, 2019 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 19 - 433 - The following items were discussed in Public Work Session: 1. Civic Center Relocation - Bob Baldwin, Deputy City Manager 2. South Norfolk Bridge Update - Billy Butt, City Assessor 3. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager 4. City Council Liaison Reports -Councilman Glover -  Question about public hearing for January. -Councilman Clark -  Parking Authority meeting update.  Hampton Roads Regional Jail Authority meeting update. -Vice Mayor Lucas-Burke -  Portsmouth Redevelopment and Housing Authority meeting update. -Mayor Rowe -  Hampton Roads Transit update. 19 - 434 - Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to go into Closed Meeting: (A) pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with legal counsel pertaining to actual or probable litigation, where such consultation in open meeting would adversely affect the negotiating or litigating posture of the City, specifically regarding Michael A. Moore v. City of Portsmouth, Portsmouth Circuit Court Case Numbers 19003403, 19003277 and 19004481; and (B) pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing the acquisition and/or disposition of real property where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body, specifically regarding properties owned by Greater Portsmouth Development Corporation; and (C) pursuant to Virginia Code subsection 2.2-3711 A.6 for the purpose of discussing or considering of the investment of public funds where competition or bargaining is involved, where, if made public initially, the financial interest of the City would be adversely affected, specifically regarding ownership and maintenance of cemeteries. The motion was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Psimas, Rowe Nays: None
