<br />At a Called Meeting of the City Council on Monday, November 25, 2019, there
<br />were present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager
<br />Dr. L. Pettis Patton, Assistant City Attorney Jeffrey S. Miller.

<br />19 - 426 - The Mayor called the meeting to order and welcomed all in attendance:
<br />

<br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, November 25, 2019 for the
<br />purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />19 - 427 - Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to go into a Closed
<br />Meeting pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of:
<br />
<br />Interviewing, discussing and considering prospective candidates for and
<br />appointees to boards and commissions.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe
<br />Nays: None
<br />
<br />Motion by Ms. Psimas, and seconded by Mr. Clark pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the
<br />closed meeting was convened were heard, discussed or considered in the
<br />closed meeting just concluded.

<br />19 - 428 - The following items were discussed in Public Work Session:
<br />
<br />1. Joint Meeting with Supplemental Retirement Board - Laura Belin, Chair; Andre
<br />Stuart, John Hancock, and Brian Birnbaum, Graystone Consulting
<br />
<br />2. Bon Secours Maryview Medical Center - Amy Carrier, President Bon Secours
<br />Hampton Roads
<br />
<br />3. City Council Calendaring - Debra White, City Clerk
<br />- There was a consensus by Council to hold three (3) Community Meetings at
<br />night in the schools at various locations, with one meeting starting at 5:00 p.m. It
<br />was also discussed and agreed upon to have a more informal approach and
<br />receive questions from the citizens in advance and at the meeting, and for
<br />Council to provide a brief update on items of interest at the beginning of the
<br />Community Meeting.
