November 18, 2019 At a Special Called Meeting of the City Council on Monday, November 18, 2019 there were present: Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Elizabeth M. Psimas, Nathan J. Clark, *Paul J. Battle, *Shannon E. Glover, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 19 - 419 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Monday, November 18, 2019 for the purpose of a Joint Public Work Session of the City Council and the Economic Development Authority. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." Economic Development Authority Members Present: Don L. Scott, Jr., Chair Ray A. Smith, Sr., Vice Chair Kyle Kovachik, Treasurer Anthony Hinds Malcolm Mitchell Theresa Saunders-Smith 19 - 420 - The following item was discussed in Public Work Session: 1. Joint Meeting with the Economic Development Authority - Robert Moore, Director of Economic Development 19 - 421 - Motion by Mr. Moody, and seconded by Mr. Clark, to go into Closed Meeting pursuant to Virginia Code subsection 2.2-3711 A.5 for the purpose of discussion concerning a prospective business or industryor the expansion of an existing business or industry where no previous announcement has been made, and pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing the disposition of real property where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body, specifically regarding development of the Victory Village site. The motion was adopted by the following vote: Ayes: Battle, Clark, Glover, Moody, Psimas, Lucas-Burke Nays: None Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote: Ayes: Battle, Clark, Glover, Moody, Psimas, Lucas-Burke Nays: None On motion, meeting adjourned.
