<br />At a Regular Meeting of the City Council on Tuesday, November 12, 2019, there
<br />were present:

<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.

<br /> Dr. Harijah Abdus-Salaam opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a
<br />Called Meeting of October 21, 2019, of a Called Meeting of October 22, 2019, and of a
<br />Regular Meeting of October 22, 2019, and was adopted by the following vote:

<br /> , Mark Dignard, the authorized agent for Luna Development Services,
<br />LLC, the contract purchaser of the subject property, has made application pursuant to
<br />Section 40.1-2.3B of the Code of the City of Portsmouth, Virginia (2006) for the granting
<br />of a use permit to construct and operate a medical treatment facility at the 1500 Block of
<br />High Street (South), Tax Map 0097, Parcels 0160, 0140, 0130, 0120, 0110, 0100, 0170,
<br />0180, 0190, 0200, 0210, and 0220; and
