November 12, 2019 <br /> <br />(b) Adoption of a resolution endorsing the City’s 2020 Federal Legislative <br />Package for the 116th Congress. <br /> <br />Background: <br /> <br /> Every department within the City of Portsmouth was provided an opportunity to <br /> <br />identify issues for inclusion in the 2020 State and Federal Legislative Packages. <br /> <br /> A majority of the submissions were included in the Power-Point presentation <br />presented to City Council at its Public Work Session on Monday, <br /> <br />August 26, 2019. <br /> <br /> As an addendum to the original items in the 2020 State Legislative Package, one <br /> <br />item was added with City Council’s approval on October 15, 2019. <br /> <br /> The State legislative initiatives were researched and vetted by city staff and city <br /> <br />administrative leadership. <br /> <br /> City Council will meet with the Portsmouth General Assembly Delegation on <br />Tuesday, November 12, 2019 to discuss the items in the City’s 2020 State Legislative <br />package. <br /> <br /> Resolutions adopting the 2020 State and Federal Legislative Packages will be <br />formally presented to City Council for consideration at its regular meeting on Tuesday, <br />November 12, 2020. <br /> <br />Discussion: <br /> <br /> The items included in the State Legislative Package will be submitted for <br />introduction by members of the Portsmouth General <br />Assembly Delegation. <br /> <br /> The items for the 2020 Federal Legislative Package will be forwarded to the City’s <br />Congressional Delegation. <br /> <br /> A potential visit to Washington, D.C. may be scheduled to discuss the items in the <br />2020 Federal Legislative Package, or other items of interest to the City that may arise <br />after the adoption of this package. <br /> <br />Financial Impact: N/A <br /> <br />Staff Recommendation: <br /> <br /> Adoption of the Resolutions. <br /> <br /> <br />Next Step Following Council Action and Attachments: <br /> <br />2020 State Legislative Package: <br /> <br /> Staff will meet and confer with the City’s General Assembly Delegation and their <br />o <br />respective staff personnel regarding the legislative and budget initiatives to secure <br /> <br />patrons. <br /> Once patrons are secured, staff will work to ensure timely submission to meet <br />o <br /> <br />Virginia’s pre-filing deadline of December 5, 2019. <br /> Staff will assist the Delegation with marshalling the initiatives through the 2020 <br />o <br /> <br />State legislative process. <br /> <br /> <br />2020 Federal Legislative Package: <br /> <br /> The City’s approved 2020 Federal Legislative Initiatives will be forwarded to the <br />o <br /> <br />City’s Congressional Delegation. <br /> Staff will continue following the City’s Initiatives and other federal issues impacting <br />o <br /> <br />local government. <br /> <br /> Staff will weigh in on issues at the federal level as deemed appropriate. <br />o <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to lobbying for <br /> casino gambling as part of the legislative proposal. <br /> <br />2.
