November 12, 2019 <br /> <br />Background: <br /> <br /> <br /> Several Police Department offices and the office of the Portsmouth Magistrate are <br />currently located in the Civic Center Complex. <br /> <br /> Based on the current structural condition of the Complex, it is necessary to provide <br />for the expedited relocation of these offices. <br /> <br /> The City is currently in the process of obtaining space to complete the relocation. <br /> <br />Discussion: <br /> <br /> The City has Debt Service Fund Balance available to apply toward the cost of <br />relocation. The funds are available because of savings from lower interest expenses than <br />anticipated during the current fiscal year. <br /> <br /> The Ordinance proposed for Council consideration transfers a portion of this <br />savings to the Rental of Land, Police Facilities line item of the General Fund budget. <br /> <br /> The transfer will put the City in position to relocate the Police and Magistrate offices <br />from the Civic Center Complex. <br /> <br />Financial Impact: <br /> <br /> <br /> $475,000 will be applied toward obtaining and building out office space for the <br />relocation of the Police and Magistrate offices. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments. <br /> <br /> The City will continue to plan and implement the relocation. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that more information be <br /> provided. <br /> <br />2. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING THE SUM OF $475,000 IN INTEREST SAVINGS <br />FROM THE DEBT SERVICE FUND BALANCE TO THE FY 2020 DEBT SERVICE <br />FUND AND TRANSFERRING SAID AMOUNT TO THE RENTAL OF LAND, POLICE <br />FACILITIES LINE ITEM OF THE FY 2020 GENERAL FUND BUDGET.” <br /> <br />Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Battle <br /> <br />19 - 411 - Adoption of an ordinance to amend and reordain Article I of Chapter 32 <br />of the Code of the City of Portsmouth, Virginia (2006), as amended, by adding a <br />new Section 32-30 to clarify that the offering and use of shared mobility devices for <br />hire is prohibited except in accordance with the City’s Shared Mobility Device Pilot <br />Program. <br /> <br /> <br />Background: <br /> <br /> Virginia Code Section 46.2-1315, enacted by the General Assembly in 2019, <br />requires local jurisdictions to regulate the operation of motorized skateboards or scooters, <br />bicycles, or electric power-assisted bicycles or similar shared mobility devices for hire by <br />January 1, 2020. In the absence of any licensing ordinance, regulation or other action, a <br />person may offer these services for hire in the locality by right. <br /> <br /> As a result, staff has prepared regulations for a proposed Shared Mobility Device <br />Pilot Program. City Council will consider a Resolution adopting the Program at its <br />November 12, 2019 meeting. <br /> <br /> In conjunction with the adoption of the Program, it is necessary to amend the City <br />Code to state clearly that providing shared mobility devices for hire is prohibited except <br />as allowed by the Pilot Program. <br /> <br /> <br /> <br /> <br />
