June 24, 1986 <br /> <br /> 86-230 Letter from the City Manager recommending adoption of a resolution to endorse <br />the Clean Community Program of the Portsmouth Beautification and Clean Community Commission <br />and authorization to submit an application for funding to the Virginia Division of Litter <br />Control. <br /> <br /> 'Each year the City of Portsmouth is eligible to receive an allocation of state funds <br />from the Virginia Division of Litter Control. These funds are used to support the Clean <br />Conmmnity Program, provide assistance with litter control projects, purchase litter receptacle <br />and augment the community awareness and education program. The Portsmouth Beautification and <br />Clean Community Commission has been very active and successful in promoting these activities <br />in the City. <br /> <br /> As part of the application process, the Division of Litter Control requires that the <br />program be officially endorsed by the local governing body prior to its submission. I request <br />permission to submit the application to continue Portsmouth's Clean Community Program and have <br />enclosed a resolution of support for your endorsement. I highly recommend your support of thi <br />worthwhile program. <br /> <br /> the following resolution was adopted, <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Lucas, <br />and by the following vote: <br /> <br />"A RESOLUTION ENDORSING THE CLEAN COMMUNITY PROGRAM OF THE PORTSMOUTH BEAUTIFICATION <br />AND CLEAN COMMUNITY COMMISSION; AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION <br />FOR FUNDING. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia recognizes the existence of a <br />litter problem within the boundaries of this City and has created the Beautification and Clean <br />community Commission to assist with litter control; and <br /> <br /> WHEREAS, the Virginia Litter Control Act of 1976 provides, through the Department of <br />Conservation and Economic Development, Division of Litter Control, for the allocation of publi <br />funds in the form of grants for the purpese of enhancing local litter control problems; and <br /> <br /> WHEREAS, the City of Portsmouth is eligible to submit a grant application for funding for <br />FY-8- pursuant to the regulations governing the administration and use of such funds, and has <br />reviewed and considered the regulations and applications covering administration and use of <br />said funds. <br /> <br /> NOW, THEREFORE, BE II RESOLVED by the Council of the City <br />the Council does hereby endorse the Clean Community Program of <br />Community Commission for the City of Portsmouth, Virg~nma. <br /> <br />of Portsmouth, Virginia that <br />the Beautification and Clean <br /> <br /> BE IT FURTHER RESOLVED that the Council for the City of Portsmouth authorizes the City <br />Manager to plan, b~dget and apply for a Grant which, if approved, will be used to fund said <br />program and hereby requests the Department of Conservation and Economic Development, Division <br />of Litter Control, to consider and approve the application and program, said program being in <br />accord with the regulations gcvernlng the use and expenditure of such funds." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br />from the City Manager recommending adopnion of a motion to continue the <br /> Program and transfer $78,798 from the Grants Contingency Account to fund <br /> <br /> 86-231 Letter <br />Perinatal Health Care <br />the Program. <br /> <br /> "I am pleased to inform you that the Perinatal Health Care Program has been granted a <br />renewal for a third year with funds from the State Bureau of Maternal and Child Health. <br /> The Perinatal Health Care Program employs nurses, outreach workers, and clerical personne <br />to provide prenatal and well-baby clinics, nutritional assessment and counseling, home visits <br />parenting classes, transportation and medical care for low-income, high-risk mothers and infan <br />These services are provided for the Portsmouth Health Care District. <br /> <br /> The State Bureau of Maternal and Child Health is awarding the Portsmouth Health Departmen <br />the sum of $78,798 in federal funds to renew the program for a third year. Nc local match is <br />required, and the program is renewable on an annual basis. <br /> <br /> I recommend approval to continue the program a third year and the transfer of $78,~98 fro <br />the Grants Contingency Account for this portion.' <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Corprcw, that authorization be granted to con- <br />tinue the Perinatal Health fare Program and to transfer $78,798, as requested, and was adopted <br />by unanimous vote. <br /> <br /> 86-232 Letter from the City Manager recommending adoption of a motion to endorse "The <br />Secretary of the Interior's Standards" as guidelines for the Commissions of Architectural <br />Review I and I1 to complete the Certified Lccal Government criteria. <br /> "The Third Historic Preservation Ccnference was successfully held on May 3, 1986. As <br />usual the funding for the speakers for this event originates from the Virginia Division of <br />Historic Landmarks in the form of a grant under the Certified Local Government program. <br /> <br /> <br />
