<br />October 21, 2019 <br /> <br />At a Called Meeting of the City Council on Monday, October 21, 2019, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager <br />Dr. Lydia Pettis-Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 364 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, October 21, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 365 - The following items were discussed in Public Work Session: <br /> <br />1. Zoning Rewrite Development Update - Robert Baldwin, Deputy City Manager <br /> <br />2. City Council Chamber Usage - Solomon H. Ashby, Jr., City Attorney <br />- There was a consensus of Council to have the City Clerk generate a list of <br />past uses of City Council Chamber, and have further discussion about an <br />appropriate policy at the next Monday Public Work Session. <br /> <br />3. Engineering Projects Update - James Wright, Director Engineering <br />- Pavilion update: Several critical items should be complete by March 2020. <br />Mayor Rowe asked for City Manager Patton to come back with a shorter <br />schedule on those items. City Manager Patton will also provide the report <br />previously provided to Council on the cost and insurance. <br />- Councilman Moody asked for an update on the Circle of Sail. City <br />Manager Patton will report back with another recommendation on where <br />the Circle of Sail is. <br /> <br /> Councilman Glover shared some background from the last Retirement Board <br /> <br />meeting and provided updated data on current funding ratio. <br />- Councilman Battle asked to receive information on the management fees <br />charged by each of the investment groups. City Manager Patton will report <br />back. <br />- Councilman Glover requested that the retirement financial advisors return <br />with the actuarial review and present at a November meeting. City <br />Manager Patton will contact the Chicago based group to coordinate the <br />appropriate meeting date. <br />- There was consensus of Council for staff to work on a timeline that shows <br />how Council will close the gap in the PSRS. <br />- With a consensus of Council, Mayor Rowe suggested to continue the <br />discussion at the Public Work Session on Tuesday, October 22, 2019. <br /> <br /> Councilwoman Psimas suggested that in observance of Breast Cancer <br /> <br />Awareness Month for City Council to wear pink for the City Council meeting on <br />Tuesday, October 22, 2019. <br /> <br />On motion, meeting adjourned at 8:10 p.m. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
