<br />September 24, 2019 <br /> <br />At a Called Meeting of the City Council on Tuesday, September 24, 2019 there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 345 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 24, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 346 - The following items were discussed in Public Work Session: <br /> <br />1. Fire and Emergency Services - Chief Jim Hoffler, Fire Chief <br /> <br />2. Behavioral Healthcare Intervention Programs - Elaine Breathwaite, Behavioral <br /> Healthcare Director <br /> <br />3. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br />4. <br />City Council Liaison Reports <br /> <br />-Councilman Glover <br /> <br /> Retirement Board update. <br /> <br /> Tidewater Community College update. <br /> <br />-Vice Mayor Lucas-Burke - <br /> <br /> Portsmouth Redevelopment and Housing Authority update. <br /> <br />-Councilwoman Psimas - <br /> <br /> Military Affairs Committee update. <br /> <br /> Economic Development Authority/Portsmouth Port and Industrial Commission <br />update. <br /> <br />-Mayor Rowe - <br /> <br /> Hampton Roads Transportation Planning Organization/Hampton Roads <br />Transportation Accountability Commission update. <br /> <br /> Mayor Rowe asked for and received a consensus of City Council to have Dr. Patton, <br /> <br />City Manager, look into the feasibility of removing parking meters in the 300 block of <br />London Street. <br /> <br /> Mayor Rowe brought to the attention of staff the concern of a rude contractor <br /> <br />working at 609 Washington Street. He also raised a concern about what will happen <br />to the stained glass at 609 Washington Street. <br /> <br /> Councilman Moody asked for and received consensus of City Council to have staff <br /> <br />look into the new soil testing regulation on residential use permit applications. <br /> <br /> Councilman Moody asked that City Council table Item 19-351 on the agenda. <br /> <br /> <br /> Councilman Glover asked that Bon Secours come to a future Public Work Session to <br /> <br />speak to City Council on their future plans for the City. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
