September 23, 2019 At a Called Meeting of the City Council on Monday, September 23, 2019, there were present: Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, Deputy City Manager LaVoris A. Pace, City Attorney Solomon H. Ashby, Jr. 19 - 339 - The Mayor called the meeting to order and welcomed all in attendance: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, September 23, 2019 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 19 - 340 - Motion by Mrs. Lucas-Burke, and seconded by Ms. Psimas, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711 A.1 for the purpose of interviewing, discussing and considering prospective candidates for and appointees to boards and commissions. The motion was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Psimas, Rowe Nays: None Motion by Mrs. Lucas-Burke, and seconded by Mr. Clark, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of his or her knowledge: (i) Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and (ii) Only such public business matters as were identified in the motion by which the closed meeting was convened were heard, discussed or considered in the closed meeting just concluded. The motion was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Psimas, Rowe Nays: None 19 - 341 - The following items were discussed in Public Work Session: 1. Poverty Report - Emily Krauser, Assistant Director of Research, Thomas P. Miller & Associates - Mayor Rowe asked of administrative staff that the item of creating a Poverty Task Force be placed on the agenda for an upcoming meeting. 2. Bike and Pedestrian Plan - Carl Jackson, Manager of Transportation Planning 3. E-Scooters - Shared Mobility - Bob Baldwin, Deputy City Manager - There was a consensus of Council to take the necessary action to meet the requirements from the General Assembly to have something in place by the end of the year. City Attorney Ashby shared that the Public Utilities Department in conjunction  with the City Attorney’s Office has been preparing a revision of the water code. An update will be provided to Council at the October 22, 2019 meeting. On motion, meeting adjourned at 8:03 p.m.
