Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the Emergency <br />Manager’s ability to appropriate property and businesses, if deemed necessary, in <br />communities during an emergency declaration and asked that City Council amend the <br />resolution closing the emergency declaration immediately. <br /> <br />Motion by Mr. Moody and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION CONFIRMING A DECLARATION OF LOCAL EMERGENCY DUE TO <br />THE THREAT OF HURRICANE DORIAN IMPACTING PORTSMOUTH, VIRGINIA. <br /> <br /> WHEREAS, <br />the City Manager of the City of Portsmouth, acting in her official <br />capacity as Director of Emergency Management, did on September 3, 2019 declare a <br />Local Emergency due to the threat of Hurricane Dorian impacting Portsmouth, Virginia; <br />and <br /> <br />WHEREAS, <br /> pursuant to Article XIII of Chapter 2 of the Code of the City of <br />Portsmouth, it is now incumbent on City Council to take official action ratifying said <br />declaration of emergency; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that said Declaration of Local Emergency, a copy of which is attached hereto, is <br />hereby ratified and approved, and that the City Manager is further authorized to take all <br />actions reasonable and necessary to complete implementation of all measures taken to <br /> <br />respond to said emergency.” <br /> <br />Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Battle <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Clark, to cancel the October 7 and <br />October 8, 2019 City Council meetings, and was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br />
