<br />September 10, 2019 <br /> <br />At a Called Meeting of the City Council on Tuesday, September 10, 2019 there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 324 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 10, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 325 - The following items were discussed in Public Work Session: <br /> <br />1. Graystone Consulting - Brian Birnbaum, Sr. Vice President, Graystone Consulting <br /> <br />2. Procurement Process - Solomon Ashby, City Attorney <br /> <br /> Mayor Rowe asked for and received a consensus of City Council to table Agenda <br />Item 19-312. <br /> <br />3. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br /> Dr. Patton, City Manager, asked and received concurrence of City Council to bring <br />forth an item, at the September 24, 2019 City Council meeting, for consideration <br />providing a one-time bonus of $600 to retirees in the Portsmouth Supplemental <br />and fire and police retirement systems. <br /> <br /> <br /> Per Councilman Glover’s request, Mayor Rowe asked for and received a <br />consensus of City Council to have Solomon Ashby, City Attorney, bring back a <br />resolution that would allow City Council to focus on improving the retirement <br />system and pension fund without financial requests that would threaten financial <br />solvency going forward. <br /> <br /> <br /> Mayor Rowe asked that Dr. Patton, City Manager, include Councilman Glover’s <br />request in the aforementioned item that will be brought forth for City Council <br />consideration at the September 24, 2019 City Council meeting. <br /> <br />4. <br />City Council Liaison Reports <br /> <br /> Mayor Rowe asked for and received consensus of City Council to put forth a motion <br />cancelling the October 7 and October 8, 2019 City Council meeting due to a lack <br />of a quorum. <br /> <br /> <br />-Councilwoman Psimas - <br /> <br /> Economic Development Authority/Portsmouth Port and Industrial Committee <br />th <br />meeting, 8 a.m., Tuesday, September 17, 2019 in the 6 Floor Conference <br />Room. <br /> <br />-Councilman Glover <br /> - <br /> <br />th <br /> Retirement Board meeting, Thursday, September 12, 2019 in the 6 Floor <br />Conference Room. <br /> <br />-Mayor Rowe - <br /> <br /> Legislative Policy Committee of the Virginia Municipal League (VML) meeting, <br />Friday, September 13, 2019 in Richmond. <br /> <br />19 - 326 - Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to go into closed <br />meeting pursuant to Virginia Code subsection 2.2-3711 A.1 for discussion of assignment, <br />appointment, or salaries of City Council appointees. <br /> <br /> <br /> <br /> <br /> <br />
