<br />At a Regular Meeting of the City Council on Monday, September 9, 2019, there
<br />were present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Councilman Paul J. Battle opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br />- Public Hearing -
<br />
<br />19 - 323 Public hearing to receive public comment on the proposal submitted by AHP
<br />Development, LLC under the Virginia Public Private Education and
<br />Infrastructure Act of 2001 for the construction of a new City Hall, Parking
<br />Garage, and Police and Fire Public Safety Building, and the subsequent
<br />redevelopment of vacated properties.
<br />
<br />1. Jim Wright, 1520 Blanche Drive, spoke in support of the project but voiced
<br />concerns about lack of proposals. Suggested re-opening bids for additional
<br />proposals.
<br />
<br />2. Joann Clarke, 4717 Thornwood Street, voiced concerns about the timing, priorities,
<br />potential tax increases and whether the City has the proper staffing to support the
<br />project.
<br />
<br />3. Ursula Murphy, 2001 Elmhurst Lane, voiced concerns about the timing, lack of
<br />other proposals and location.
<br />
<br />4. Sue Landerman, 1519 Spratley Street, voiced concerns about the location and the
<br />potential development options on the vacated waterfront property.
<br />
<br />5. Sarah Cunningham, 116 Constitution Avenue, voiced concerns of the cost of the
<br />project and location.
<br />
<br />6. Donna Sayegh, 3104 Garland Drive, spoke in opposition to the project.
<br />
<br />7. Pamela Kloeppel, 501 Elizabeth Place, voiced concerns about whether the City
<br />has the proper staffing to support the project.
<br />
<br />8. John Wright, 4005 Manchester Road, spoke in support of the project and the
<br />developer but voiced concerns about cost and location.
<br />
<br />9. R. C. Smith, 13 Columbia Court, voiced concerns about the lack of other proposals
<br />and suggested re-opening bids for additional proposals.
<br />
<br />10. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced concerns about the timing, cost
<br />and location of the project.
<br />
<br />11. Larry Darnell, 900 County Street, voiced concerns about the location and timing of
<br />the project.
<br />
<br />12. Cliff Page, 465 Primrose Street, spoke in opposition of the project and voiced his
<br />concerns about the process.
<br />
<br />13. Kintrell Devin, 2506 Oakleaf Place, spoke in opposition of the project.
<br />
<br />14. Anthony Brown, 533 Barlow Drive, voiced concerns about the timing and lack of
<br />other proposals.
