August 27, 2019 At a Called Meeting of the City Council on Tuesday, August 27, 2019 there were present: Mayor John L. Rowe, Jr., William E. Moody, Jr., Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 19 - 305 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 27, 2019 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 19 - 306 - The following items were discussed in Public Work Session: 1. Public Utilities Revenue Bonds - Kyle Laux, Senior Vice President, Davenport and Company 2. E-Scooter Program - Bob Baldwin, Deputy City Manager  There was a consensus of City Council to have staff look into golf cart approved communities. 3. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager  There was a consensus of City Council to defer Item 19-312 to the September 10, 2019 City Council meeting. 4. City Council Liaison Reports -Councilman Clark -  Hampton Roads Regional Jail Authority update.  School Board liaison report. -Councilman Moody -  Historic Preservation Commission -Councilman Battle -  Senator’s luncheon on broadband. -Councilwoman Psimas -  Economic Development Authority update.  Portsmouth Port and Industrial Commission update. 19 - 307 - Motion by Ms. Psimas, and seconded by Mr. Moody, to go into Closed Meeting: (A) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of consultation with legal counsel employed by the City on specific matters requiring the provision of legal advice, specifically regarding a conflict waiver request received from outside counsel; and (B) pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with legal counsel pertaining to actual or probable litigation, where such consultation in open meeting would adversely affect the negotiating or litigating posture of the City, specifically regarding Latricia S. Pittman v. City of Portsmouth and Michael I. Stockton, Portsmouth Circuit Court case number CL 15001798 and Michael A. Moore v. City of Portsmouth, CL 19003403 and CL 19003277; and (C) pursuant to Virginia Code subsection 2.2-3711 A.1 for discussion of assignment, appointment, or salaries of City Council appointees; and (D) pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing and considering prospective candidates for and appointees to boards and commissions.
