<br />August 27, 2019 <br /> <br />At a Called Meeting of the City Council on Tuesday, August 27, 2019 there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., William E. Moody, Jr., Elizabeth M. Psimas, Nathan J. Clark, <br />Paul J. Battle, Shannon E. Glover, City Manager Dr. L. Pettis Patton, City Attorney <br />Solomon H. Ashby, Jr. <br /> <br />19 - 305 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 27, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 306 - The following items were discussed in Public Work Session: <br /> <br />1. Public Utilities Revenue Bonds - Kyle Laux, Senior Vice President, Davenport and <br />Company <br /> <br />2. E-Scooter Program - Bob Baldwin, Deputy City Manager <br /> <br /> There was a consensus of City Council to have staff look into golf cart approved <br />communities. <br /> <br />3. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br /> There was a consensus of City Council to defer Item 19-312 to the September 10, <br />2019 City Council meeting. <br /> <br />4. <br />City Council Liaison Reports <br /> <br />-Councilman Clark - <br /> <br /> Hampton Roads Regional Jail Authority update. <br /> <br /> School Board liaison report. <br /> <br />-Councilman Moody - <br /> <br /> Historic Preservation Commission <br /> <br />-Councilman Battle <br /> - <br /> <br /> Senator’s luncheon on broadband. <br /> <br />-Councilwoman Psimas - <br /> <br /> Economic Development Authority update. <br /> <br /> Portsmouth Port and Industrial Commission update. <br /> <br />19 - 307 - Motion by Ms. Psimas, and seconded by Mr. Moody, to go into Closed Meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of consultation <br />with legal counsel employed by the City on specific matters requiring the provision of legal <br />advice, specifically regarding a conflict waiver request received from outside counsel; and <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation <br />with legal counsel pertaining to actual or probable litigation, where such consultation in <br />open meeting would adversely affect the negotiating or litigating posture of the City, <br />specifically regarding Latricia S. Pittman v. City of Portsmouth and Michael I. Stockton, <br />Portsmouth Circuit Court case number CL 15001798 and Michael A. Moore v. City of <br />Portsmouth, CL 19003403 and CL 19003277; and <br /> <br />(C) pursuant to Virginia Code subsection 2.2-3711 A.1 for discussion of assignment, <br />appointment, or salaries of City Council appointees; and <br /> <br />(D) pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing <br />and considering prospective candidates for and appointees to boards and commissions. <br /> <br /> <br /> <br /> <br /> <br />
