<br />At a Called Meeting of the City Council on Monday, August 26, 2019, there were
<br />present:
<br />
<br />Mayor John L. Rowe, Jr., William E. Moody, Jr., Elizabeth M. Psimas, Nathan J. Clark,
<br />Paul J. Battle, Shannon E. Glover, City Manager Dr. L. Pettis Patton, City Attorney
<br />Solomon H. Ashby, Jr.
<br />
<br />19 - 302 - The Mayor called the meeting to order and welcomed all in attendance:
<br />
<br />th
<br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, August 26, 2019 for the
<br />purpose of Closed Meeting.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />19 - 303 - Motion by Mr. Glover, and seconded by Mr. Clark, to go into closed meeting
<br />pursuant to Virginia Code subsection 2.2-3711 A.19 for the purpose of discussing
<br />vulnerability assessments, information not lawfully available to the public regarding
<br />specific cybersecurity threats or vulnerabilities, and security plans and measures related
<br />to the City’s facilities, building structures, and information technology system, which would
<br />be subject to the exclusion from public disclosure in subsection 14 of Virginia Code
<br />section 2.2-3705.2 and where discussion in an open meeting would jeopardize safety and
<br />security.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Battle, Clark, Glover, Moody, Psimas, Rowe
<br />Nays: None
<br />
<br />Motion by Ms. Psimas, and seconded by Mr. Clark, pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the
<br />Closed Meeting was convened were heard, discussed or considered in the
<br />closed meeting just concluded by the City Council.

<br />Nays: None
<br />
<br />19 - 304 - The following items were discussed in Public Work Session:
<br />
<br />1. PPEA for City Hall and Public Safety Building - Robert Moore, Economic
<br />Development Director
<br />
<br /> Mayor Rowe asked for and received a consensus of City Council to have a public
<br />hearing to get citizen input on the construction and location of a new City Hall and
<br />Public Safety Building, Monday, September 9, 2019 in the City Council Chamber.
<br />
<br />2. FY2020 Legislative Package Draft - Sherri Neil, Intergovernmental Affairs Manager
<br />
<br /> Councilman Clark asked that staff look into grants that would provide free school
<br />lunches to students.
<br />
<br />-Dr. Patton, City Manager, informed City Council she will advise the schools to
<br />look into a grant that would provide free school lunches to students.
<br />
<br /> Councilman Clark asked that City Council support legislation that would add
<br />specific cancers to the Firefighters Cancer Presumption.
<br />
<br />3. Regional Broadband Authority - Daniel Jones, Chief Information Officer
<br />
<br /> There was a consensus of City Council that Dr. L. Pettis Patton, City Manager and
<br />Daniel Jones, Chief Information Officer, be the Portsmouth representatives to the
<br />Southside Network Authority.
