<br />August 13, 2019 <br /> <br />At a Called Meeting of the City Council on Tuesday, August 13, 2019 there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 290 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 13, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 291 - The following items were discussed in Public Work Session: <br /> <br />1. Active Threat - Sergeant Robert Dyer, Police Department <br /> <br />2. Virginia Crime Commission - Dr. Patton, City Manager <br /> There was a consensus of City Council to have City Staff draft a letter supporting <br /> <br />the positon of the Virginia Municipal League (VML) that the regulation of guns in <br />municipal buildings be determined as a local option. <br /> <br />3. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> Mayor Rowe asked that staff bring back a briefing regarding the Regional <br /> <br />Broadband Board Authority answering the following questions: <br /> <br /> What other authorities like this exist in the state and what is their track record? <br /> <br /> What are the advantages/disadvantages of having a regional authority? <br /> <br /> Why it’s important to have a regional authority? <br /> <br /> Why it’s important for Portsmouth to be part of that regional authority? <br /> <br /> Mayor Rowe asked that staff bring back a concept for Portside that incorporates a <br /> <br />tent, party stand, and utilities. <br /> <br />19 - 292 - Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to go into Closed <br />Meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.19 for the purpose of discussing <br />vulnerability assessments, information not lawfully available to the public regarding <br />specific cybersecurity threats or vulnerabilities, and security plans and measures related <br />to the City’s facilities, building structures, and information technology system, which would <br />be subject to the exclusion from public disclosure in subsection 14 of Virginia Code <br />section 2.2-3705.2 and where discussion in an open meeting would jeopardize safety and <br />security; and <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing <br />and considering prospective candidates for and appointees to boards and commissions; <br />and <br /> <br />(C) pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussion <br />and consideration of appointee salaries. <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> <br /> <br /> <br />
