July 23, 2019 <br /> <br />19 - 273 - Adoption of an ordinance accepting Four-for-Life Program grant funds in <br />the amount of $76,402.56 from the Virginia Department of Health, Office of <br />Emergency Medical Services and appropriating said funds in the FY 2020 Grants <br />Fund for use by the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Department of Health, Office of Emergency Medical Services administers the <br />Four-For-Life Program. The funds for this program are obtained from four additional <br />dollars being charged and collected at the time of registration of each passenger vehicle, <br />pickup or panel truck from March 1, 2018 through February 28, 2019. <br /> <br /> By law, the Department of Health is required to return twenty-six percent of the <br />registration fees collected to the localities wherein such vehicle is registered, and funds <br />can only be used for emergency medical services. <br /> <br />Discussion: <br /> <br /> The City of Portsmouth must complete and submit an annual Report of <br />Expenditures to the Department of Health, Office of Emergency Medical Services in <br />August 2020. <br /> <br /> Funds will be used to purchase necessary EMS equipment and supplies needed <br />to sustain and improve direct provision of patient care and/or to enhance the training and <br />education of PFRES EMS personnel. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and/or In-Kind service. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> To proceed with the necessary purchase of EMS equipment, supplies, training for <br />PFRES EMS personnel. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FOUR-FOR-LIFE PROGRAM GRANT FUNDS IN THE <br />AMOUNT OF $76,402.56 FROM THE VIRGINIA DEPARTMENT OF HEALTH, OFFICE <br />OF EMERGENCY MEDICAL SERVICES AND APPROPRIATING SAID FUNDS IN THE <br />FY 2020 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Psimas, Rowe <br />Nays: None <br /> <br />19 - 274 - Adoption of an ordinance to amend and reordain Chapter 2 of the Code <br />of the City of Portsmouth, Virginia (2006), as amended, by amending Section 2-28 <br />(Boards and Commissions) to confirm that members of Boards and Commissions <br />must be physically present at a meeting in order to vote. <br /> <br />Background: <br /> <br /> At the Public Work Session held on July 9, 2019 the City Attorney briefed City <br />Council on the state law provisions governing the authority of public bodies to a permit <br />members to attend meetings electronically. <br /> <br /> It was the consensus of City Council that, for a number of reasons, it is not <br />desirable for members of public bodies who are not in physical attendance to vote. <br /> <br />Discussion: <br /> <br /> The ordinance presented for Council consideration amends Section 2-28 of the <br />City Code, which applies to Boards and Commissions. <br /> <br /> <br /> <br /> <br /> <br />
