June 25, 2019 At a Called Meeting of the City Council on Tuesday, June 25, 2019 there were present: Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 19 - 226 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 25, 2019 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 19 - 227 - The following items were discussed in Public Work Session: 1. Harbor Deepening Project - Richard Klein, Chief of Civil Programs Branch, Norfolk Division, Army Corps of Engineers 2. Mosquito Control - Keith Lockwood, Chief Operation Branch, Norfolk Division, Army Corps of Engineers / Tim Dubois, Mosquito Control Manager 3. Public Safety Update - Chief Angela Greene, Police Chief 4. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager 5.City Council Liaison Reports -Councilman Clark -  Hampton Roads Regional update. -Vice Mayor Lucas-Burke -  Portsmouth Redevelopment and Housing Authority update. -Councilman Moody -  Historic Preservation Commission update.  Portsmouth Port and Industrial Commission Burton’s Station tour. -Councilman Battle -  Social Services Advisory Commission update. -Mayor Rowe -  Hampton Roads Transportation Planning Organization update. 19 - 228 - Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to go into closed meeting pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussion, consideration and interviews of potential candidates for appointment to Boards and Commissions. The motion was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
