June 24, 2019 At a Called Meeting of the City Council on Monday, June 24, 2019, there were present: Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.. 19 - 223 - The Mayor called the meeting to order and welcomed all in attendance: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, June 24, 2019 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." Planning Commissioners Present: Albert Williams, Chairman Donna Coleman Sherri Thaxton Amy Thompson Peter Youngblood 19 - 224 - The following item was discussed in Public Work Session: 1. Joint City Council & Planning Commission - Albert Williams, Chairman a) Zoning Ordinance Rewrite Update - Bob Baldwin, Deputy City Manager - Consensus of Council to have City Manager develop a plan on communicating new code to potential developers and missed business opportunities. 19 - 225 - Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to go into a Closed Meeting for the following: (A) pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing the acquisition and disposition of real property where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body, specifically regarding casino development; and (B) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of consultation with legal counsel employed or retained by the public body regarding specific legal matters requiring the provision of legal advice by such counsel, specifically regarding the recent notices of claims, including pending litigation and potential litigation. The motion was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None Motion by Ms. Psimas, and seconded by Mr. Moody, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe Nays: None
