June 11, 2019 <br /> <br />- City Manager’s Report - <br /> <br />19 - 215 - Adoption of an ordinance accepting Education and Training Voucher <br />(ETV) funds in the amount of $4,044 from the Virginia Department of Social Services <br />and appropriating said sum in the FY 2020 Social Services Fund for use by the <br />Department of Social Services. <br /> <br />Background: <br /> <br /> The ETV Program provides federal and state funding to help eligible youth with <br />expenses associated with college and vocational training programs. <br /> <br /> ETV benefits are available to eligible youth between the ages of 14 through 26 <br />years of age. <br /> <br /> Eligible youth can access up to $5,000 per year or the total cost of attendance per <br />year (whichever is less), depending on availability of funds. <br /> <br /> The purpose of the ETV Program is to pay for goods and /or services designed to <br />assist eligible youth in successfully completing a post-secondary educational or <br />vocational training program by covering the following expenses: <br /> Tuition and fees, room and board, rental or purchase of required educational <br />o <br />equipment, materials, or supplies (including a computer, printer, and needed software for <br />school), allowance for books, supplies and transportation, special study projects related <br />to education, child care and other related expenses. <br /> <br />Discussion: <br /> <br /> The Portsmouth Department of Social Services has been awarded $4,044 in <br />Education and Training Voucher funds to assist youth in foster care with obtaining <br /> <br />supplies needed for post-secondary and vocational services. <br /> <br /> ETV federal and state funds are intended to supplement and not supplant any <br />funds which are available for the same general purposes. Expenditures for services and <br />activities are required by law to be related to the specific purposes of ETV. Supporting <br />documentation of all ETV purchases must be kept on file. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact to the city because the program is funded 100% by <br /> <br />the grant. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budget adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING EDUCATION AND TRAINING VOUCHER FUNDS IN THE <br />AMOUNT OF $4,044 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES <br />AND APPROPRIATING SAID SUM IN THE FY 2020 SOCIAL SERVICES FUND FOR <br />USE BY THE DEPARTMENT OF SOCIAL SERVICES.” <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 216 - Adoption of an ordinance accepting an Employment for TANF Participants <br />grant in the amount of $122,269 from the Virginia Department of Social Services, <br />appropriating said funds in the FY 2020 Grants Fund, and transferring $12,288.96 <br />from the FY 2020 Social Services Fund to the FY 2020 Grants Fund, all for use by <br />the Department of Social Services to assist TANF participants with preparing to <br />enter the workforce and maintaining employment. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
