<br />At a Regular Meeting of the City Council on Tuesday, June 11, 2019, there were
<br />present:

<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, Deputy City
<br />Manager LaVoris A. Pace, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Pastor Kirk Culpepper opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes
<br />of a Called Meeting of May 28, 2019, and of a Regular Meeting of May 28, 2019, and was
<br />adopted by the following vote:

<br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe
<br />Nays: None
<br />
<br />A moment of silence to honor the lives lost on May 31, 2019 in the City of Virginia
<br />
<br />
<br />Beach.

<br />- Public Hearing -
<br />
<br />19 - 214 - Public hearing on rezoning and use permit applications:
<br />
<br />(a) Z-19-03 CHURCHLAND – Brad Martin, PE, Principal, with American
<br />Engineering Associates – Southeast, PA, Inc., requests a
<br />conditional/proffered rezoning of 3500 Towne Point Road. The
<br />property is zoned Conditional General Mixed Use (GMU-K). The
<br />proposed zoning is Conditional Light Industrial (IL-K). The property
<br />is designated on the Future Land Use Map in the City’s
<br />Comprehensive Plan for Multi-family Development. Planning
<br />Commission recommends approval with proffers.

<br />1. Michael Burnette, 448 Viking Drive, Virginia Beach, presented the application.
<br />
<br /> Motion by Mr. Clark, and seconded by Ms. Psimas, to concur with the
<br />recommendation of the Planning Commission that Z-19-03be approved on first reading,
<br />
<br />and was adopted by the following vote:

<br />
<br />(b) UP-19-07 NEAR CRADOCK - Sites Unlimited, Inc., on behalf of Verizon
<br />Wireless, is requesting a Use Permit to erect a 150-foot monopole
<br />telecommunications tower and equipment compound at 801 Victory
<br />Boulevard. The tower and equipment compound would occupy
<br />approximately 1,300 square feet of an 8.6-acre parcel. The property
<br />is owned by Beach Marine Services, is zoned Heavy Industrial (IN),
<br />and is designated in the City’s Comprehensive Plan, Build One
<br />Portsmouth, for Preservation/Open Space/Park. Planning
<br />Commission recommends approval with conditions.

<br />1. Steven Romine, 999 Waterside Drive, Norfolk, presented the application.
<br />
<br />2. Dottie Wyatt, 99 Channing Avenue, spoke in opposition to this item.
<br />
<br />3. Delores Knight, 33 Kennedy Drive, spoke in opposition to this item.
