<br />June 11, 2019 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 11, 2019 there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />*Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, Deputy City <br />Manager LaVoris A. Pace, City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 211 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 11, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 212 - The following items were discussed in Public Work Session: <br /> <br />1. Virginia Port Authority Annual Report - Dustin Rinehart, Director of State and Local <br />Government Affairs, Virginia Port Authority <br /> <br />2. Portsmouth Public Schools Quarter Financial Report - Theodore Faulk, Chief Financial <br /> Officer, Portsmouth Public Schools <br /> <br /> Councilman Moody asked for a detailed explanation of the $11 million discrepancy <br /> <br />between the schools and city reports. <br /> <br /> Mayor Rowe asked that City Manager Patton and Superintendent Bracy provide a <br /> <br />detailed briefing on why there was a discrepancy. <br /> <br /> Superintendent Bracy provided an update on the incident at Churchland High <br /> <br />School and also informed City Council on security measures at each school. <br /> <br /> Mayor Rowe asked that City Manager Patton, Superintendent Bracy, and the <br /> <br />liaisons to the School Board work together to generate ideas for better school <br />security. <br /> <br />3. Minority and Women-Owned Business Enterprises (MWBE) Program Update - Mike <br /> Ammons, Procurement Officer <br /> <br /> Mayor Rowe asked that the next report be provided at the first meeting in <br /> <br />December. <br /> <br />4. Downtown Master Utility Plan Update - Erin Trimyer, Director of Public Utilities <br /> <br />5. Support Efforts to the City of Virginia Beach - Robert Baldwin, Deputy City Manager <br /> <br />6. City Manager’s Report Review/Report Backs - LaVoris Pace, Deputy City Manager <br /> <br />19 - 213 - Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to go into Closed <br />Meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing <br />the disposition of real property where discussion in an open meeting would adversely <br />affect the bargaining position or negotiating strategy of the public body, specifically <br />regarding Crawford Bay; and <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing <br />and considering prospective candidates for and appointees to boards and commissions. <br /> <br /> <br /> <br /> <br /> <br /> <br />
