June 11, 2019 At a Called Meeting of the City Council on Tuesday, June 11, 2019 there were present: Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., *Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, Deputy City Manager LaVoris A. Pace, City Attorney Solomon H. Ashby, Jr. 19 - 211 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 11, 2019 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 19 - 212 - The following items were discussed in Public Work Session: 1. Virginia Port Authority Annual Report - Dustin Rinehart, Director of State and Local Government Affairs, Virginia Port Authority 2. Portsmouth Public Schools Quarter Financial Report - Theodore Faulk, Chief Financial Officer, Portsmouth Public Schools Councilman Moody asked for a detailed explanation of the $11 million discrepancy  between the schools and city reports. Mayor Rowe asked that City Manager Patton and Superintendent Bracy provide a  detailed briefing on why there was a discrepancy. Superintendent Bracy provided an update on the incident at Churchland High  School and also informed City Council on security measures at each school. Mayor Rowe asked that City Manager Patton, Superintendent Bracy, and the  liaisons to the School Board work together to generate ideas for better school security. 3. Minority and Women-Owned Business Enterprises (MWBE) Program Update - Mike Ammons, Procurement Officer Mayor Rowe asked that the next report be provided at the first meeting in  December. 4. Downtown Master Utility Plan Update - Erin Trimyer, Director of Public Utilities 5. Support Efforts to the City of Virginia Beach - Robert Baldwin, Deputy City Manager 6. City Manager’s Report Review/Report Backs - LaVoris Pace, Deputy City Manager 19 - 213 - Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to go into Closed Meeting: (A) pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing the disposition of real property where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body, specifically regarding Crawford Bay; and (B) pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing and considering prospective candidates for and appointees to boards and commissions.
