<br />May 28, 2019 <br /> <br />At a Called Meeting of the City Council on Tuesday, May 28, 2019 there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, *Shannon E. Glover, Deputy City <br />Manager Robert A. Baldwin, City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 189 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, May 28, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 190 - The following items were discussed in Public Work Session: <br /> <br />1. 2019 Legislative Report - Sherri Neil, Intergovernmental Affairs Manager / Solomon <br />Ashby, City Attorney <br /> <br /> There was a consensus of City Council to have Debra White, City Clerk, and Solomon <br /> <br />Ashby, City Attorney, to work together on providing Conflict of Interest and Ethics and <br />Freedom of Information Act training to City Council. <br /> <br />2. Health Department Update - Dr. Laura James, Health Department Director <br /> <br />3. Cemeteries - Solomon Ashby, City Attorney <br /> <br /> Mayor Rowe asked that Solomon Ashby, City Attorney, bring back what the State <br /> <br />requirements are for cemeteries and show where cemeteries are out of compliance <br />with those requirements. <br /> <br /> Solomon Ashby, City Attorney, informed City Council he would provide a briefing of <br /> <br />the State requirements and how the City enforces those requirements. <br /> <br /> Vice Mayor Lucas-Burke asked what the rate of burial for public cemeteries were <br /> <br />compared to private cemeteries. <br /> <br /> <br /> Solomon Ashby, City Attorney, informed City Council he would research this <br />information and report back. <br />. <br />4. City Manager’s Report Review/Report Backs - Robert Baldwin, Deputy City Manager <br /> <br /> PER Properties Update - Solomon Ashby, City Attorney <br /> There was a consensus of City Council to have a temporary conditional use <br /> <br />permit tied to a bond and process through normal process as quickly as <br />possible. <br /> <br /> <br /> Spite Hedges Update - Solomon Ashby, City Attorney <br /> <br /> <br />5.City Council Liaison Reports <br /> <br />-Councilwoman Psimas <br /> - <br /> <br /> Military Affairs Committee update. <br /> <br /> Port of Virginia update. <br /> <br /> Economic Development Authority update. <br /> Remote Attendance policy. <br />o <br /> <br /> There was a consensus of City Council to have Solomon Ashby, City Attorney, <br /> <br />bring back a report that includes the basis in which remote attendance would be <br />necessary, what other localities allow for remote attendance and the advantages <br />and disadvantages of remote attendance. <br /> <br /> <br /> <br /> <br />
