<br />At a Regular Meeting of the City Council on Tuesday, April 23, 2019, there were
<br />present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke , William E. Moody, Jr., Nathan
<br />J. Clark, Paul J. Battle, Shannon E. Glover, City Manager Dr. L. Pettis Patton, City
<br />Attorney Solomon H. Ashby, Jr.
<br />
<br />Father Derek Harbin opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Clark, to approve the minutes of a
<br />Called Meeting of April 8, 2019, of a Called Meeting of April 9, 2019, and of a Regular
<br />Meeting of April 9, 2019, and was adopted by the following vote:
<br />
<br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Rowe
<br />Nays: None

<br />19-161 Public hearing to solicit citizen comments on the Annual Action Plan.
<br />
<br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item.
<br />
<br />19-162 (a) Public hearing to consider the Annual Operating Budget for FY2020.
<br />
<br />1. Sergio Neal, 1560 Darren Circle, spoke in support of City Council providing funding to
<br /> schools for raises.
<br />
<br />2. Dean Deloach, 616 Hamilton Avenue, spoke in support of City Council providing
<br /> funding to schools for raises.
<br />
<br />3. Brenda Joseph, 4205 Summerset Drive, spoke in support of City Council providing
<br /> funding to schools for raises.

<br />4. Tracy Carada, 425 Biltmore Place, spoke on the importance of the STARBASE
<br /> program.

<br />11. Devese Branch, 4421 Templar Drive, spoke on the importance of the STARBASE
<br /> program.
<br />

<br /> to schools for raises.
