April 23, 2019 <br /> <br />Jason Fox to be appointed to fill a term ending June 30, 2021, replacing George <br />Rasberry, IV. <br /> <br />Housing Board of Adjustments & Appeals <br />Ambakey Bolden to be appointed to fill a term ending June 30, 2020, replacing Gloria <br />Britt. <br /> <br />Law Library Board <br />Judge Diane Griffin to be appointed to fill a term ending December 31, 2022, replacing <br />Judge Kenneth Melvin. <br /> <br />Library Board <br />Amira Bethea to be appointed to fill a term ending November 30, 2021, replacing Lois <br />Radford. <br />Paula Nicholson to be appointed to fill a term ending November 30, 2021, replacing <br />Valerie Wright. <br /> <br />Portsmouth Port & Industrial Commission <br />Ned Barham to be reappointed to fill a term ending December 31, 2023. <br /> <br />Wetlands Board <br />Jennifer Monument to be reappointed to fill a term ending May 31, 2024. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to close nominations <br />and the above nominations were adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Rowe <br />Nays: None <br /> <br />19 - 169 - Items Submitted by Council Members <br /> <br /> Vice Mayor Lucas-Burke voiced her concern with the sudden resignation of the police <br /> <br />chief and race relations in the City. <br /> <br /> Mr. Glover thanked City staff for their hard work in finding a way to provide funding to <br /> <br />the school board for raises. <br /> <br />19 - 170 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />19 - 171 - Non-Agenda Speakers <br /> <br />1. James Boyd, 1543 Talley Circle, voiced his concern with race relations in the City. <br /> <br />2. Pamela Kloeppel, 501 Elizabeth Place, spoke in opposition to the discontinuation of <br />broadcasting and recording of non-agenda speakers. <br /> <br />3. Louie Gibbs, 1701 Charleston Avenue, voiced his concern with race relations in the <br />City. <br /> <br /> Motion by Ms. Lucas, and seconded by Mr. Clark, to go into Closed Meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing <br />the disposition of real property where discussion in an open meeting would adversely <br />affect the bargaining position or negotiating strategy of the public body, specifically <br />regarding casino development; and <br /> <br /> (C) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of consultation <br />with legal counsel employed or retained by the public body regarding specific legal <br />matters requiring the provision of legal advice by such counsel, specifically regarding the <br />Portsmouth Police Department. <br /> <br /> <br /> <br /> <br />
