James Boyd, 1543 Talley Circle, voiced his concern with race relations in the City. <br /> <br />2. Pamela Kloeppel, 501 Elizabeth Place, spoke in opposition to the discontinuation of <br />broadcasting and recording of non-agenda speakers. <br /> <br />3. Louie Gibbs, 1701 Charleston Avenue, voiced his concern with race relations in the <br />City. <br /> <br /> Motion by Ms. Lucas, and seconded by Mr. Clark, to go into Closed Meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing <br />the disposition of real property where discussion in an open meeting would adversely <br />affect the bargaining position or negotiating strategy of the public body, specifically <br />regarding casino development; and <br /> <br /> (C) pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of consultation <br />with legal counsel employed or retained by the public body regarding specific legal <br />matters requiring the provision of legal advice by such counsel, specifically regarding the <br />Portsmouth Police Department. <br /> <br /> <br /> <br /> <br />
