<br />April 23, 2019 <br /> <br />At a Called Meeting of the City Council on Tuesday, April 23, 2019 there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke , William E. Moody, Jr., <br />Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager Dr. L. Pettis Patton, <br />City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 158 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, April 23, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 159 - The following items were discussed in Public Work Session: <br /> <br />1. Hampton Roads Economic Development Alliance - Steve Herbert, Interim President, <br />CEO <br /> <br />2. Congressional Update - Congressman Bobby Scott <br /> <br />3. FY2020 General Operating and Capital Budgets <br /> <br /> Alternative Plan <br /> <br /> There was a consensus of City Council to continue to provide $1400 Health <br /> <br />Reimbursement Arrangement (HRA) to retirees. <br /> <br /> There was a consensus of City Council to continue the $200 retiree allowance. <br /> <br /> <br /> There was a consensus of City Council to allow staff to work with Andre Stuart, <br /> <br />Managing Consultant Actuary Director, John Hancock, to bring back information on <br />providing 1/2% increase to retirees following the October 2019 actuarial studies. City <br />Council may consider any action taken retroactive to July 1, 2019. <br /> <br />4. City Manager’s Report Review/Report Backs <br /> <br /> E911 Call Center <br /> <br /> <br />5.City Council Liaison Reports <br /> <br />-Councilman Moody <br /> - <br /> <br /> Historical Preservation Commission update. <br /> <br /> Economic Development Authority update. <br /> <br />-Councilman Clark - <br /> <br /> Hampton Roads Regional Jail Authority update. <br /> <br />-Councilman Glover - <br /> <br /> Tidewater Community College update. <br /> <br />-Mayor Rowe - <br /> <br /> Hampton Roads Transportation Planning Organization update. <br /> <br /> <br /> Solomon Ashby, City Attorney, asked that City Council allow him to speak on their <br />behalf as the Southeastern Public Service Authority liaison with regards to the issue <br />of COLA increases to employees and possible leveling of tipping fees for localities. <br /> <br /> Council Harmony Committee discussion. <br /> <br /> <br /> There was a consensus of City Council to have Debra White, City Clerk, and Dr. <br /> <br />Patton, City Manager, coordinate a time in May (after the budget) for City Council to <br />discuss the proposed Cultural Harmony Committee. <br /> <br /> <br /> <br /> <br /> <br />
