<br />April 22, 2019 <br /> <br />At a Called Meeting of the City Council on Monday, April 22, 2019, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Nathan J. Clark, Shannon E. Glover, City Manager Dr. L. Pettis Patton, City Attorney <br />Solomon H. Ashby, Jr. <br /> <br />19 - 152 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, April 22, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 153 - The following items were discussed in Public Work Session: <br /> <br />1. Other Post Employment Benefits - Elizabeth Gooden, Director of Human Resource <br />Management and Solomon Ashby, City Attorney <br />- Mayor Rowe inquired about the total number of retirees in police, fire and <br />supplemental plans. Ms. Gooden will provide that information on Tuesday, <br />April 23, 2019. <br />- Mayor Rowe inquired on whether the funds were paid out of the general <br />fund or retirement fund, does it show up as a liability, and the net present <br />value of all the payouts of both systems. Staff will report back with the <br />information. <br />- There was a consensus of council to have staff to determine the cost of an <br />increase for all retirees in half percent increments. Staff will report back on <br />Tuesday, April 23, 2019. <br /> <br />2. FY 2020 Proposed Budget and Capital Budgets Review <br />a. Life Long Learning - Vice Mayor Lisa Lucas-Burke and Councilman Nathan <br />Clark <br />- There was a consensus of council to provide $2.6 million for the schools <br />using funds from the Unassigned Fund Balance. <br />b. Capital Improvement Budget FY 2020 - 2024 - Gloria Washington, Budget <br />Officer and James Wright, City Engineer <br />- Consensus of council to have staff develop a notification plan to alert <br />citizens of upcoming construction on the Churchland Bridge Replacement <br />Project. <br />- Mayor Rowe inquired about the City Fiber Network contract. City Manager <br />Patton will report back. <br />- Mayor Rowe inquired about the fire station. City Attorney Ashby will report <br />back on Monday, May 13, 2019. <br />c. Civic Organizations - Gloria Washington, Budget Officer <br />- Councilman Moody requested a list of civic organizations that were not <br />chosen for funding. City Manager will provide a list for council. <br />- Mayor Rowe inquired about the Civic League Beautification Program. City <br />Manager Patton and City Clerk White will coordinate a schedule of <br />meetings with civic leagues. <br /> <br />3. FY2020 Community Development Block Grant Review - Bob Baldwin, Deputy City <br />Manager <br /> <br />4. Updates on Pavilion Canopy Replacement, Churchland Bridge Replacement, <br />Crawford Gateway Corridor Revitalization Study, and Dominion Energy Work Plan <br />and Lighting Work - James Wright, City Engineer <br /> Mr. Wright covered the updates for the Pavilion Canopy, Churchland Bridge, and <br /> <br />Crawford Gateway Corridor under the Capital Improvements Budget item. <br /> <br />5. Portsmouth Cultural Harmony Committee - Mayor John Rowe <br />- Consensus of council to discuss the committee details on Tuesday, April <br />23, 2019. <br /> <br /> <br />
