April 09, 2019 <br /> <br />Discussion: <br /> <br /> With the assistance of the City Treasurer and the Commissioner of the Revenue, <br />a personal property tax relief percentage of 53% has been calculated as sufficient to <br />exhaust the state funds expected to be allocated to the city of Portsmouth for calendar <br /> <br />year 2019. <br /> <br />Financial Impact: <br /> <br /> <br /> Adoption of the 53% rate will have minimal impact on the City’s budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Application of the tax relief credit to personal property tax bills will be performed by <br /> <br />the City Treasurer’s Office upon adoption of this ordinance. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ESTABLISHING A PERSONAL PROPERTY TAX RELIEF <br />PERCENTAGE OF 53% FOR CALENDAR YEAR 2019 PERSONAL PROPERTY TAX <br />BILLS.” <br /> <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />19 - 144 - Adoption of a motion to permit the adoption of a Portsmouth Police <br />Department Canine Unit dog named “Eli”. <br /> <br />Background: <br /> <br /> The K-9 Unit provides security and valuable public relations work to various events <br />and functions within the city. <br /> <br /> The Unit provides high visibility patrols throughout the City and assists with the <br />search and apprehension of violent offenders. <br /> <br />Discussion: <br /> <br /> The PPD is retiring one working dog assigned to the K-9 Unit, a German Shepherd <br />named “Eli”. <br /> <br /> “Eli” is medically unfit due to his age for continued use by the K-9 Unit. <br /> <br /> <br /> Eli will be adopted by his handler, a Portsmouth Police Department Sergeant. <br /> <br />Financial Impact: <br /> <br /> There are no costs to the City for this adoption. <br /> <br /> The City will relinquish all responsibilities for the feeding, care, upkeep, overall <br />wellbeing and any liability related to this canine. <br /> <br />Recommended Action: <br /> <br /> Adoption of the motion. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt a motion to permit <br />the adoption of a Portsmouth Police Department Canine Unit dog named “Eli”, and was <br />adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />19 - 145 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br /> <br /> <br /> <br />
