<br />At a Regular Meeting of the City Council on Tuesday, April 9, 2019, there were
<br />present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke , William E. Moody, Jr.,
<br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Councilman William E. Moody, Jr., opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes
<br />of a Called Meeting of March 25, 2019, of a Called Meeting of March 26, 2019, and of a
<br />Regular Meeting of March 26, 2019, and was adopted by the following vote:
<br />
<br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe
<br />Nays: None
<br />- Public Hearing -

<br />19-139 Public hearing to solicit citizen comments on the Annual Action Plan.
<br />
<br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item.
<br />
<br />19-140 (a) Public hearing to consider the Annual Operating Budget for FY2020.
<br />
<br />1. Nichole Ward, 314 Snead Fareway, asked that City Council provide funding to the
<br /> schools budget for teacher raises.
<br />
<br />2. Bill Hayden, 841 Five Point Road, Virginia Beach, asked that City Council fully fund
<br /> the proposed school budget.
<br />
<br />3. Leeann O’Dell, 6 Compass Court, asked that City Council fully fund the proposed
<br /> school budget.
<br />
<br />4. Garland Alexander, 2913 Tanbark Lane, asked that City Council include funding for
<br />the public safety retirees, widows, and widowers.
<br />
<br />5. Brenda Joseph, 4205 Summerset Drive, asked that City Council fully fund the
<br /> proposed school budget.
<br />
<br />6. Claude Parent, 802 Arnold Palmer Drive, asked that City Council fully fund the
<br /> proposed school budget.
<br />
<br />7. Katie Vincent, 3409 County Street, asked that City Council fully fund the proposed
<br /> school budget.
<br />
<br />8. Dr. Elie Bracy, 801 Crawford Street, asked that City Council fully fund the proposed
<br /> school budget.
<br />
<br />9. Isaiah, Marriner, 46 Rivergreen Court, asked that City Council fully fund the proposed
<br /> school budget.
<br />
<br />10. Dr. Timothy Johnson, 1401 Elmhurst Lane, asked that City Council fully fund the
<br /> proposed school budget.
<br />
<br />11. Donna Clifton, 2301 Palmer Street, asked that City Council fully fund the proposed
<br /> school budget.

<br />12. Crystal Whitfield-Newton, 2205 Calvary Court, asked that City Council fully fund the
