<br />March 26, 2019 <br /> <br />At a Called Meeting of the City Council on Tuesday, March 26, 2019, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, *Shannon E. Glover, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 112 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 26, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 113 - The following items were discussed in Public Work Session: <br /> <br />1. Public Private Review and Timeline - Solomon Ashby, City Attorney <br /> <br /> Mayor Rowe asked for but did not receive a consensus of City Council to pause and <br /> <br />stop the PPEA (Public-Private Education Facilities and Infrastructure Act) process <br />for the unsolicited proposal for a new City Hall as requested by Councilman Battle. <br /> <br />2. Other Post-Employment Benefits - Elizabeth Gooden, Human Resource Management <br /> Director <br /> <br /> Mayor Rowe asked that the $100 proposed by Councilman Moody for retirees, <br /> <br />widows, and widowers be converted to a percentage and also provide information on <br />the cost and the impact on the Retirement Fund. <br /> <br /> Mayor Rowe asked that staff have the investment manager come and brief City <br /> <br />Council at a future Public Work Session <br /> <br />3. Casino Update - Solomon Ashby, City Attorney <br /> <br />4. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br /> <br />5.City Council Liaison Reports <br /> <br />-Councilman Clark <br /> - <br /> <br /> Portsmouth Parking Authority update. <br /> <br />-Vice Mayor Lucas-Burke - <br /> <br /> Planning Commission update. <br /> <br /> Portsmouth Redevelopment and Housing Authority (PRHA) update. <br /> <br />-Councilman Moody - <br /> <br /> Historic Preservation Commission update. <br /> <br /> Portsmouth Port and Industrial Commission update. <br /> <br /> Norfolk Naval Shipyard tour. <br /> <br />-Mayor Rowe - <br /> <br /> Norfolk Naval Shipyard tour. <br /> <br />-Councilman Battle - <br /> <br /> Behavioral Healthcare update. <br /> <br /> History Commission update. <br /> <br /> Social Services update. <br /> <br />19 - 114 - Motion by Mr. Glover, and seconded by Mr. Clark, to go into closed meeting: <br /> <br /> Vice Mayor Lucas-Burke recused herself from discussion of the following matter (Item <br /> <br />A) out of an abundance of caution and to avoid the appearance of any conflict. <br /> <br /> <br /> <br /> <br /> <br />
