March 26, 2019 At a Called Meeting of the City Council on Tuesday, March 26, 2019, there were present: Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, *Shannon E. Glover, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 19 - 112 - The Mayor called the meeting to order and welcomed all in attendance: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 26, 2019 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 19 - 113 - The following items were discussed in Public Work Session: 1. Public Private Review and Timeline - Solomon Ashby, City Attorney Mayor Rowe asked for but did not receive a consensus of City Council to pause and  stop the PPEA (Public-Private Education Facilities and Infrastructure Act) process for the unsolicited proposal for a new City Hall as requested by Councilman Battle. 2. Other Post-Employment Benefits - Elizabeth Gooden, Human Resource Management Director Mayor Rowe asked that the $100 proposed by Councilman Moody for retirees,  widows, and widowers be converted to a percentage and also provide information on the cost and the impact on the Retirement Fund. Mayor Rowe asked that staff have the investment manager come and brief City  Council at a future Public Work Session 3. Casino Update - Solomon Ashby, City Attorney 4. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager 5.City Council Liaison Reports -Councilman Clark -  Portsmouth Parking Authority update. -Vice Mayor Lucas-Burke -  Planning Commission update.  Portsmouth Redevelopment and Housing Authority (PRHA) update. -Councilman Moody -  Historic Preservation Commission update.  Portsmouth Port and Industrial Commission update.  Norfolk Naval Shipyard tour. -Mayor Rowe -  Norfolk Naval Shipyard tour. -Councilman Battle -  Behavioral Healthcare update.  History Commission update.  Social Services update. 19 - 114 - Motion by Mr. Glover, and seconded by Mr. Clark, to go into closed meeting: Vice Mayor Lucas-Burke recused herself from discussion of the following matter (Item  A) out of an abundance of caution and to avoid the appearance of any conflict.
