Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City <br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 87 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, March 11, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />School Board Members Present: <br />Claude C. Shewmake <br />Dr. Elie Bracy, III, Superintendent <br /> <br />19 - 88 - The following items were discussed in Public Work Session: <br /> <br />1. Joint City Council/School Board Meeting <br />- Superintendent Estimate of Needs - Superintendent of Schools Elie Bracy and <br />Theodore Faulk, Chief Financial Officer of Schools <br />- Education Liaison Report Back - Claude Parent, Chairman, Nathan Clark, <br />Councilman, and Lisa Lucas-Burke, Vice Mayor <br />- Middle School Site - James Wright, City Engineer <br /> <br />2. FY 2020 CIP Preview - Gloria Washington, Budget Officer <br />- Councilman Moody requested a copy of the complete list of 110 project request. <br /> <br />3. FY2020 Rates and Fees Report - Gloria Washington, Budget Officer <br />- Council requested to run an ad in the newspaper of the comparison of Annual <br />Tax Impact for 2018-19 and add a copy of the comparison to utility bill mailings. <br />- Councilman Moody asked how neighboring cities determine rates for residential <br />tax districts. <br /> <br />4. Council Discussion <br />- Mayor Rowe requested and received a consensus of Council to ask the City <br />Manager to do a benchmark comparison, based on concerns from the Waterview <br />Civic League, on the city code regarding water cut offs. <br /> <br />19 - 89 - Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to go into a Closed <br />Meeting pursuant to Virginia Code subsection 2.2-3711 A.5 for the purpose of: <br /> <br /> Discussing and considering a prospective business or industry or the expansion <br />of an existing business or industry where no previous announcement has been made <br />of the business’ or industry’s interest in locating or expanding its facilities in the <br />community. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Battle, Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br />
