Violation of any of the above conditions may

serve as grounds for revocation of the use permit by City Council.”

Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe
Nays: None

- City Manager’s Report -

19 - 76 - Adoption of an ordinance accepting a Shelter Plus Care Grant in the
amount of $527,449 from the Department of Housing and Urban Development and
appropriating said funds in the FY 2019 Grants Fund for use by the Department of
Behavioral Healthcare Services to provide supportive services to chronically
homeless and at risk Portsmouth residents.

Background:

The Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH)
Act of 2009 were signed into law on May 20, 2009, amending and reauthorizing the
McKinney-Vento Homeless Assistance Act.

The HEARTH Act consolidated the three separate McKinney-Vento homeless
assistance programs, including the Supportive Housing Program, Shelter Plus Care
Program, and Section 8 Moderate Rehabilitation SRO Program into a single grant
program known as the Continuum of Care (CoC) Program. The former Shelter Plus Care
(S+C) Program provides rental assistance in connection with matching supportive
services. The S+C Program provides a variety of permanent housing choices,
accompanied by a range of supportive services funded through other sources.

Discussion:

On January 26, 2019, Portsmouth Continuum of Care was notified that PDBHS
was awarded $527,449 toward the renewal of the Shelter Plus Care Program.

As an integral component of the Portsmouth Continuum of Care Housing Plan, the
Shelter Plus Care Program has provided an opportunity for affordable, permanent and
safe supportive housing choices to over 156 homeless citizens since 1994. There are
currently 69 individuals with 39 single adults and 9 families including adults and children
in the Shelter Plus Care Program.

The Shelter Plus Care and Supportive Housing Programs provide housing, case
management, supportive groups, and financial management while encouraging stability,
employment, and independence for individuals and families living with HIV/AIDS and/or
mental health, intellectual/developmental, and substance abuse disabilities.

This program is an integral part of the City of Portsmouth’s ten-year plan to end
homelessness and has contributed favorably by proving to be a positive influence in the
effort to improve neighborhood quality, economic development and fiscal strength of the
city.

The grant has a required match of $131,862 that is provided through in-kind
services by the department.

Financial Impact:


The appropriation will increase the Grants Fund by the said amount.

The required match is provided through in-kind services offered by the department.

Recommended Action:


Adoption of the ordinance.

Next Steps Following Council Action:


The Finance Department will make the necessary budget adjustment.

Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to adopt the following
ordinance, and was adopted by the following vote:
