<br />February 26, 2019 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 26, 2019, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Shannon E. Glover, City Manager Dr. L. Pettis <br />Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 69 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 26, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 70 - The following items were discussed in Public Work Session: <br /> <br />1. City Assessor’s Report - Holt Butt, City Assessor <br /> <br />-Councilman Moody asked for a regional comparison of the average day on <br />market for sold properties. <br /> <br /> Holt Butt, City Assessor, informed City Council he would provide that <br />information. <br /> <br />2. City of Portsmouth - Second Quarter Financial Report - Cheryl Spivey, Chief <br /> Financial Officer <br /> <br />-Mayor Rowe asked if the utility tax, the adjustment made from last year to this <br />year, due to the state structural change in that tax. <br /> <br />3. FY20 Community Block Grant Funds - Jeffrey Crimer, Community Development Block <br /> Grant (CDBG) Manager <br /> <br />-Councilman Moody wanted to know what percentage of residents used the No <br />Kids Intake Service. He also wanted a comparison of how much other localities <br />are contributing to this service. <br /> <br />4. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br /> <br />5.City Council Liaison Reports <br /> <br />-Councilwoman Psimas - <br /> <br /> Economic Development Authority update. <br /> <br /> Portsmouth Port and Industrial Commission update. <br /> <br /> There was a consensus of City Council to have Dr. Patton, City Manager, come back <br /> <br />with a study and a recommendation to City Council on increasing the Virginia <br />Retirement System (VRS) multiplier. <br /> <br /> <br />-Vice Mayor Lucas-Burke - <br /> <br /> Portsmouth Redevelopment and Housing Authority update. <br /> <br />-Councilman Clark - <br /> <br /> Parking Authority update. <br /> <br /> School Board update <br /> <br />-Councilman Glover - <br /> <br /> Retirement Board update. <br /> <br />-Mayor Rowe - <br /> <br /> Hampton Roads Transportation Planning Organization update. <br /> <br /> Councilman Clark asked for an update on the Hazardous Duty Supplement for <br /> <br />Paramedics at a future Public Work Session. <br /> <br /> <br /> <br /> <br /> <br /> <br />
