<br />February 25, 2019 <br /> <br />At a Called Meeting of the City Council on Monday, February 25, 2019, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City <br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 66 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, February 25, 2019 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 67 - The following items were discussed in Public Work Session: <br /> <br />1. FY20 Workforce Development - Elizabeth Gooden, Human Resource Management <br />Director and Robert Moore, Economic Development Director <br />- Councilman Moody requested more details on the summer youth program. City <br />staff will provide Council with additional detail on the program. <br /> <br />2. Public Utilities Capital Project - Cheryl Spivey, Chief Financial Officer <br /> <br />3. FY20 Recreation and Museums Municipal Facilities Review - James Wright, City <br />Engineer <br />- Councilman Glover requested the year-to-date funding on the Sportsplex project <br />and voiced his concerns with the entrance of the facilities. City staff will provide <br />Council with year-to-date funding information. <br />- Mayor Rowe requested and received a consensus of Council to ask the City <br />Manager to have staff to communicate with the civic league and citizens in the <br />neighborhood on the closings of the Port Norfolk and JFK Recreation Centers and to <br />assess the structure of the facilities. <br />- Mayor Rowe requested and received a consensus of Council to ask the City <br />Manager to have staff to develop a plan and price point for the boat ramp fee for out <br />of town boaters at City Park. <br />- Mayor Rowe requested and received a consensus of Council to ask the City <br />Manager to have staff research the restoration options and cost of the Lightship <br />Museum. <br /> <br />4. FY20 Review of Fees and Rates - Gloria Washington, Budget Officer <br />- Councilman Moody inquired whether the recyclables are actually being sold as <br />recycled material or disposed into the land field. There was a consensus of Council <br />to have staff research and report back. <br />- Mayor Rowe requested a chart showing the different tax districts within the <br />neighboring cities. <br />- Councilwoman Psimas voiced concerns about visitors parking downtown. <br />- Councilman Moody voiced concerns about parking and the contract at the <br />Renaissance Hotel. City Attorney Ashby will research and report back. <br />- Mayor Rowe asked if there was a deficit or balance in the Enterprise Fund. City <br />Manager Patton will report back. <br /> <br />5. Briefing on AH Properties, LLC Memorandum of Understanding - Solomon Ashby, <br />City Attorney <br />- Councilman Moody requested status reports as the development agreement <br />progresses before reaching the final stages. <br /> <br />6.
