<br />February 12, 2019 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 12, 2019, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, Paul J. Battle, Shannon E. Glover, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 50 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, February 12, 2019 for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 51 - The following items were discussed in Public Work Session: <br /> <br />1. City Treasurer’s Report - Paige Cherry, City Treasurer <br /> <br />2. 2019 Capital Improvement Program - Cheryl Spivey, Chief Financial Officer (CFO) <br /> Mayor Rowe asked that Cheryl Spivey, CFO, be prepared to advise City Council <br /> <br />as to whether Revenue bonds or General Obligation (GO) bonds should be used <br />for utility projects. <br /> <br />3. Resiliency - James Wright, City Engineer <br /> Mayor Rowe asked that the next report include what Old Dominion University is <br /> <br />doing with the regards to the topic of resiliency. <br /> <br />4. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> There was a consensus of City Council to suspend Portside development. <br /> <br /> <br /> <br /> Solomon Ashby, City Attorney, provided an update on cigarette tax limits. <br /> <br />5. City Council Liaison Reports <br />- Councilwoman Psimas - <br /> <br /> Portsmouth Port and Industrial Commission update and invitation to next <br />meeting. <br />- Councilman Moody - <br /> <br /> Portsmouth Port and Industrial Commission update. <br /> <br /> Historic Preservation Commission update. <br />- Vice Mayor Lucas-Burke - <br /> <br /> Portsmouth Redevelopment and Housing Authority (PRHA) update. <br /> <br /> School Board update <br /> <br />-Councilman Glover - <br /> <br /> Planning Commission update. <br /> <br />-Mayor Rowe - <br /> <br /> Regional Connector Study Committee update. <br /> <br /> Casino Bill Hearing Status Report. <br /> <br />19 - 52 - Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to go into closed <br />meeting: <br /> <br />A) pursuant to Virginia Code subsections 2.2-3711 A.7 and A.8 for the purposes of <br />consultation with legal counsel pertaining to actual or probable litigation, where such <br />consultation in open meeting would adversely affect the negotiating or litigating posture <br />of the City, and/or consultation with legal counsel employed by the City regarding specific <br />matters requiring the provision of legal advice, specifically regarding tax sale proceeds; <br />and <br /> <br /> <br /> <br /> <br /> <br />
