<br />January 8, 2019 <br /> <br />At a Called Meeting of the City Council on Tuesday, January 8, 2019 there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., <br />Elizabeth M. Psimas, Nathan J. Clark, *Paul J. Battle, Shannon E. Glover, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />19 - 11 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, January 8, 2019 for the purpose of <br />a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />19 - 12 - The following items were discussed in Public Work Session: <br /> <br />1. Medicaid Expansion - Pamela Little-Hill, Social Services Director <br /> <br />2. Neighborhood Incentive Fund - Doug Weller, Grants Officer <br /> <br /> Mayor Rowe asked for and received consensus of City Council to have Dr. Patton, <br /> <br />City Manager, include monies in the budget to repair neighborhood monuments that <br />are in the City right-of-ways. <br /> <br />3. City Council Retreat - Debra White, City Clerk <br /> <br /> Councilman Clark asked that staff bring along an automated external defibrillator <br /> <br />(AED) to the Council retreat. <br /> <br />4. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br /> <br />5.City Council Liaison Reports <br /> <br />-Councilman Moody - <br /> <br /> Board and Commission appointments. <br /> <br />-Vice Mayor Lucas-Burke - <br /> <br /> Portsmouth Redevelopment and Housing Authority update. <br /> <br /> School Board update. <br /> <br />-Councilman Clark - <br /> <br /> Hampton Roads Regional Jail update. <br /> <br /> There was a consensus of City Council to have Dr. Patton, City Manager, <br /> <br />schedule Sheriff Moore for the January 22, 2019 Public Work Session. <br /> <br /> <br />-Mayor Rowe - <br /> <br /> Hampton Roads Economic Development Alliance update. <br /> <br />19 - 13 - Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to go into closed <br />meeting pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consulting <br />with legal counsel pertaining to actual or probable litigation, where such consultation in <br />open meeting would adversely affect the negotiating or litigating posture of the public <br />body, specifically regarding claims and pending litigation for the first quarter of calendar <br />year 2019. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Clark, Glover, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br />
