Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION ENDORSING THE 2019 VIRGINIA MUNICIPAL LEAGUE <br />LEGISLATIVE PROGRAM. <br /> <br />WHEREAS, <br /> the Virginia Municipal League (VML) is a statewide, nonprofit, <br />nonpartisan association of city, town and county governments established in 1905 to <br />improve and assist local governments through legislative advocacy, research, education <br />and other services; and <br /> <br />WHEREAS, <br /> the existence of VML is authorized by Section 15.2-1303 of the Code <br />of Virginia, which authorizes the governing bodies of political subdivisions to form <br />associations to promote their welfare; and <br /> <br />WHEREAS, <br /> for over a century the league and its member cities, towns and <br />counties have worked together to improve the quality of life in communities across <br />Virginia; and <br /> <br />WHEREAS, <br /> each year VML works in conjunction with its members and through its <br />policy committees, legislative committee, and executive committee to formulate a <br />legislative program for the next session of the Virginia General Assembly; and <br /> <br />WHEREAS, <br /> VML has adopted its Legislative Program for the 2019 session of the <br />Virginia General Assembly, which is attached hereto as Exhibit A; and <br /> <br />WHEREAS, <br /> the Legislative Program includes several priorities and positions of <br />great importance to the City of Portsmouth, including without limitation the provision of <br />adequate state funding for education, public safety, social services, and public transit, <br />and the improvement of mental health services; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it endorses the 2019 Virginia Municipal League Legislative Program; and <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is directed to deliver a copy <br /> <br />of this Resolution to the members of the City’s General Assembly delegation.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />18 - 473 - Adoption of a resolution endorsing the 2019 Virginia First Cities General <br />Assembly Legislative Program. <br /> <br /> <br /> <br /> <br /> <br />
