December 11, 2018  The Program also includes several other “Legislative Positions” which the City supports.  During the November 27, 2018 City Council meeting, Council requested staff to prepare a Resolution endorsing the 2019 VML Legislative Program for consideration at the next meeting. Financial Impact:  None. Recommended Action:  Adoption of the Resolution. Next Steps Following Council Action:  The City Manager will forward the adopted Resolution to the members of the Portsmouth General Assembly delegation and the City will work with VML during the 2019 General Assembly session to achieve the goals of the VML Program. 1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. Motion by Ms. Lucas-Burke, and seconded by Mr. Smith, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION ENDORSING THE 2019 VIRGINIA MUNICIPAL LEAGUE LEGISLATIVE PROGRAM. WHEREAS, the Virginia Municipal League (VML) is a statewide, nonprofit, nonpartisan association of city, town and county governments established in 1905 to improve and assist local governments through legislative advocacy, research, education and other services; and WHEREAS, the existence of VML is authorized by Section 15.2-1303 of the Code of Virginia, which authorizes the governing bodies of political subdivisions to form associations to promote their welfare; and WHEREAS, for over a century the league and its member cities, towns and counties have worked together to improve the quality of life in communities across Virginia; and WHEREAS, each year VML works in conjunction with its members and through its policy committees, legislative committee, and executive committee to formulate a legislative program for the next session of the Virginia General Assembly; and WHEREAS, VML has adopted its Legislative Program for the 2019 session of the Virginia General Assembly, which is attached hereto as Exhibit A; and WHEREAS, the Legislative Program includes several priorities and positions of great importance to the City of Portsmouth, including without limitation the provision of adequate state funding for education, public safety, social services, and public transit, and the improvement of mental health services; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it endorses the 2019 Virginia Municipal League Legislative Program; and BE IT FURTHER RESOLVED that the City Manager is directed to deliver a copy of this Resolution to the members of the City’s General Assembly delegation.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe Nays: None 18 - 473 - Adoption of a resolution endorsing the 2019 Virginia First Cities General Assembly Legislative Program.
