<br />December 11, 2018 <br /> <br />At a Called Meeting of the City Council on Tuesday, December 11, 2018 there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., *Ray <br />A. Smith, Sr., Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, <br />City Attorney Solomon H. Ashby, Jr. <br /> <br />18 - 459 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, December 11, 2018 for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />18 - 460 - The following items were discussed in Public Work Session: <br /> <br />1. Integrated Development Review Process - Bob Baldwin, Planning Director / James <br /> Wright, City Engineer <br /> <br />2. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br /> There was a consensus of City Council to have Dr. Patton, City Manager, write a letter <br /> <br />to the Virginia General Assembly Delegation supporting Senate Bill 1030. <br /> <br /> There was a consensus of City Council to have Dr. Patton, City Manager, to come <br /> <br />back with a report on an initial flat fee for business licenses for new businesses for the <br />first year and to also provide information on fees for business licenses in surrounding <br />cities. <br /> <br /> <br />3.City Council Liaison Reports <br /> <br />-Councilwoman Lucas-Burke - <br /> <br /> Portsmouth Redevelopment and Housing Authority (PRHA) update. <br /> <br />-Vice Mayor Psimas - <br /> <br /> Economic Development Authority update. <br /> <br /> Portsmouth Port and Industrial Commission update. <br /> <br />-Councilman Clark - <br /> <br /> Hampton Roads Regional Jail update. <br /> <br />-Mayor Rowe - <br /> <br /> Hampton Roads Transportation Accountability Commission (HRTAC)/ <br />Hampton Roads Transportation Planning Organization (HRTPO) joint <br />meeting. <br /> <br />18 - 461 - Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to go into closed <br />meeting pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consulting <br />with legal counsel pertaining to actual or probable litigation, where such consultation in <br />open meeting would adversely affect the negotiating or litigating posture of the public <br />body, specifically regarding claims and pending litigation for the first quarter of calendar <br />year 2019. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia <br />Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br /> <br /> <br /> <br />
