<br />November 26, 2018 <br /> <br />At a Called Meeting of the City Council on Monday, November 26, 2018, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray <br />A. Smith, Sr., Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, <br />City Attorney Solomon H. Ashby, Jr. <br /> <br />18 - 435 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, November 26, 2018 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />Planning Commissioners Present: <br />Amy Thompson, Vice Chairman <br />Occasio Gee <br />Edwina Ricks <br />Sherri Thaxton <br />Peter Youngblood <br />Regina Jackson, Administrative Coordinator II <br />Bob Baldwin, Director of Planning <br /> <br />18 - 436 - The following item was discussed in Public Work Session: <br /> <br />1. City Council and Planning Commission Joint Meeting - Amy Thompson, Vice <br />Chairman <br /> <br />2. Zoning - Bob Baldwin, Planning Director and Jonathan Hartley, Planning <br />Administrator <br />a. Zoning Philosophy <br />- There was a consensus of Council to have City Manager Patton research the <br />pros and cons of lowering the cost of Board of Zoning applications and <br />alternate advertisement options and draft a letter for council to endorse <br />asking the General Assembly to change the state code to allow for alternate <br />means of advertising. <br />b. Use Table <br />- There was a consensus of Council to have City Manager Patton look into the <br />possibility of temporary 30 day entertainment use permits for the holiday <br />season. <br /> <br />3. Economic Development Investment Update - Robert Moore, Director of Economic <br />Development <br /> <br />4. Finance Update - Cheryl Spivey, Chief Financial Officer <br /> <br />5. PPEA Proposal - Michael Ammons, Procurement Officer <br /> <br />18 - 437 - Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to go into a Closed <br />Meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.1 for discussion of <br />assignment, appointment, or contracts of City Council appointees; and <br />(B) pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of <br />consulting with legal counsel pertaining to actual or probable litigation, where such <br />consultation in open meeting would adversely affect the negotiating or litigating posture <br />of the public body, specifically regarding The Commons at Portsmouth Center; and <br />(C) pursuant to Virginia Code subsection 2.2-3711 A.6 for discussion or <br />consideration of the investment of public funds where competition or bargaining is <br />involved, where, if made public initially, the financial interest of the City would be <br />adversely affected, specifically regarding the potential development of a new City Hall. <br /> <br /> <br /> <br />
