October 23, 2018 WHEREAS, a public hearing to take public comment on the proposed Documents and this Resolution was advertised in the Virginian-Pilot on September 16, 2018 and duly held on October 23, 2018; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the Documents (in substantially the form attached hereto as Exhibit A), and the amendments to the SPSA Articles of Incorporation effected thereby, are hereby approved. BE IT FURTHER RESOLVED that the Mayor is authorized to execute and deliver the Documents on behalf of the City of Portsmouth.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe Nays: None 18 - 412 - Adoption of Resolutions endorsing the 2019 State Legislative Package and the 2019 Federal Legislative Package. (a) Adoption of a resolution endorsing the City’s 2019 General Assembly Legislative Package. (Electronic Roll Call) (b) Adoption of a resolution endorsing the City’s 2019 Federal Legislative Package for the 116th Congress. Background:  Every Department within the City of Portsmouth was provided an opportunity to identify issues for inclusion in the 2019 State and Federal Legislative Packages.  A majority of the submissions were included in the Power-Point presentation presented to City Council at its Public Work Session on Monday, August 27, 2018.  As an addendum to the original items in the 2019 State Legislative Package, four items were added with City Council’s approval on October 15, 2018.  The State legislative initiatives were researched and vetted by City staff and City administrative leadership.  City Council will meet with the Portsmouth General Assembly Delegation at a joint meeting on Tuesday, October 23, 2018 to discuss the items in the City’s 2019 State Legislative package.  Portsmouth City Council is set to formally adopt the 2019 State and Federal Legislative Packages at its regular City Council meeting on Tuesday, October 23, 2018. Discussion:  The items included in the 2019 State and Federal Legislative Packages were first vetted with the City Manager.  These items were then presented and vetted with the City Council members to determine which items would remain and which would be eliminated.  The items included in the State Legislative Package were agreed upon and will be submitted for introduction by members of the Portsmouth General Assembly Delegation.  The items for the 2019 Federal Legislative Package will be forwarded to the City’s Congressional Delegation.  A potential visit to Washington, D.C. may be scheduled to discuss the items in the 2019 Federal Legislative Package, or other items of interest to the City that may arise after the adoption of this package. Financial Impact:  N/A Recommended Action:  Approval and adoption of both legislative packages.
