October 23, 2018 <br /> <br /> <br /> <br /> <br />WHEREAS, <br /> a public hearing to take public comment on the proposed Documents <br />and this Resolution was advertised in the Virginian-Pilot on September 16, 2018 and duly <br />held on October 23, 2018; <br /> <br /> NOW THEREFORE BE IT RESOLVED <br />by the Council of the City of Portsmouth, <br />Virginia that the Documents (in substantially the form attached hereto as Exhibit A), and <br />the amendments to the SPSA Articles of Incorporation effected thereby, are hereby <br />approved. <br /> <br />BE IT FURTHER RESOLVED <br /> that the Mayor is authorized to execute and deliver <br /> <br />the Documents on behalf of the City of Portsmouth.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe <br />Nays: None <br /> <br />18 - 412 - Adoption of Resolutions endorsing the 2019 State Legislative Package <br />and the 2019 Federal Legislative Package. <br /> <br />(a) Adoption of a resolution endorsing the City’s 2019 General Assembly <br />Legislative Package. (Electronic Roll Call) <br /> <br />(b) Adoption of a resolution endorsing the City’s 2019 Federal Legislative <br />Package for the 116th Congress. <br /> <br />Background: <br /> <br /> Every Department within the City of Portsmouth was provided an opportunity to <br /> <br />identify issues for inclusion in the 2019 State and Federal Legislative Packages. <br /> <br /> A majority of the submissions were included in the Power-Point presentation <br /> <br />presented to City Council at its Public Work Session on Monday, August 27, 2018. <br /> <br /> As an addendum to the original items in the 2019 State Legislative Package, four <br /> <br />items were added with City Council’s approval on October 15, 2018. <br /> <br /> The State legislative initiatives were researched and vetted by City staff and City <br /> <br />administrative leadership. <br /> <br /> City Council will meet with the Portsmouth General Assembly Delegation at a joint <br />meeting on Tuesday, October 23, 2018 to discuss the items in the City’s 2019 State <br />Legislative package. <br /> <br /> Portsmouth City Council is set to formally adopt the 2019 State and Federal <br />Legislative Packages at its regular City Council meeting on Tuesday, October 23, 2018. <br /> <br />Discussion: <br /> <br /> The items included in the 2019 State and Federal Legislative Packages were first <br />vetted with the City Manager. <br /> <br /> These items were then presented and vetted with the City Council members to <br />determine which items would remain and which would be eliminated. <br /> <br /> The items included in the State Legislative Package were agreed upon and will be <br />submitted for introduction by members of the Portsmouth General Assembly Delegation. <br /> <br /> The items for the 2019 Federal Legislative Package will be forwarded to the City’s <br />Congressional Delegation. <br /> <br /> A potential visit to Washington, D.C. may be scheduled to discuss the items in the <br />2019 Federal Legislative Package, or other items of interest to the City that may arise <br />after the adoption of this package. <br /> <br />Financial Impact: <br /> <br /> N/A <br /> <br />Recommended Action: <br /> <br /> Approval and adoption of both legislative packages. <br /> <br /> <br /> <br /> <br /> <br />
