Psimas, William E. Moody, Jr., Ray <br />A. Smith, Sr., Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, <br />City Attorney Solomon H. Ashby, Jr. <br /> <br />18 - 401 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 23, 2018 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />General Assembly Members Present: <br />Senator L. Louise Lucas <br />Senator John A. Cosgrove, Jr. <br />Delegate Matthew James <br />Delegate Stephen E. Heretick <br /> <br />18 - 402 - The following items were discussed in Public Work Session: <br /> <br />1. Joint City Council and Virginia General Assembly Delegation <br />a) The Impact of Tolls on the City of Portsmouth - Dr. James Koch, President <br />Emeritus, Old Dominion University <br />b) 2019 Virginia General Assembly Legislative Package Review/VML Policy <br />Statement - Sherri Neil, Intergovernmental Affairs Manager <br /> <br />2. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br />-Mayor Rowe asked that staff work together to establish procedures for political <br />civic forums’ use of recreational facilities and/or the City Council Chamber. <br /> <br /> There was a consensus of City Council to have staff fund the pilings for the Circle of <br /> <br />Sail sculpture to be located in the roundabout. <br /> <br /> <br />3.City Council Liaison Reports <br /> <br />-Councilman Clark - <br /> <br /> Hampton Roads Regional Jail update. <br /> <br />-Vice Mayor Psimas - <br /> <br /> Economic Development Authority update. <br /> <br /> Portsmouth Port and Industrial Commission update. <br /> <br />-Councilman Moody - <br /> <br /> Boards and Commissions update. <br /> <br />-Councilman Smith - <br /> <br /> Hampton Roads Planning District Commission update. <br /> <br />-Vice Mayor Psimas - <br /> <br /> Veterans Small Business Week proclamation. <br /> <br /> Mayor Rowe announced Holt “Billy” Butt’s election to the Board of Directors of the <br /> <br />Virginia Association of Assessors. <br /> <br />18 - 403 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to go into closed <br />meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing <br />and considering prospective candidates for and appointees to boards and commissions; <br />and <br /> <br /> <br /> <br /> <br /> <br /> <br />
