October 22, 2018 At a Called Meeting of the City Council on Monday, October 22, 2018, there were present: Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., *Ray A. Smith, Sr., Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 18 - 395 - The Mayor called the meeting to order and welcomed all in attendance: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Monday, October 22, 2018 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 18 - 396 - Motion by Mr. Moody, and seconded by Ms. Psimas, to go into a Closed Meeting pursuant to Virginia Code 2.2-3711 A.1 for the purpose of interviewing, discussing and considering prospective candidates for and appointees to boards and commissions. The motion was adopted by the following vote: Ayes: Clark, Lucas-Burke, Moody, Psimas, Rowe Nays: None Motion Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the closed meeting was convened were heard, discussed or considered in the closed meeting just concluded by the City Council. The motion was adopted by the following vote: Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe Nays: None Portsmouth Redevelopment & Housing Authority Members Present: Davy Smith, Chairman Sonya Chapman Leslie Harris Bruce LaLonde Ross Morgan Ruben Washington Edward Bland, Executive Director of PRHA Alisa Winston, Deputy Executive Director of PRHA 18 - 397 - The following items were discussed in Public Work Session: 1. Joint meeting with the Portsmouth Redevelopment & Housing Authority - Davy Smith, Chairman  CDBG Land (Transferred Properties) - Robert Moore, Director of Economic Development - James Wright, Director of Engineering, provided a brief update on Primrose Street.  Park View Properties and Cradock Non CDBG Properties - Alisa Winston, Executive Director of PRHA Mr. Lalonde provided an update of the future of Lincoln Park and asked the City  about the plans for the surrounding area. City Manager Patton and Director Bland will continue to meet to discuss future plans.
