<br />At a Regular Meeting of the City Council on Tuesday, September 25, 2018, there
<br />were present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray A.
<br />Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr.
<br />L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Pastor Gregory Yancey opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Smith, to approve the minutes of a
<br />Called Meeting of August 27, 2018, of a Called Meeting of August 28, 2018, of a Regular
<br />Meeting of August 28, 2018, and of a Called Meeting of September 10, 2018, and was
<br />adopted by the following vote:

<br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe
<br />Nays: None

<br />Presentation:

<br /> Presentation of proclamation for “Manufacturing Day”, to James Bento and Ned
<br />Barham with the Portsmouth Ports and Industrial Commission.
<br />
<br />- Public Hearing -
<br />
<br />18 - 363 - Public hearing on rezoning and use permit applications:
<br />
<br />(a) Z-18-04 WEST NORFOLK – Richard Barbee requests a rezoning of the
<br />property at 4940 West Norfolk Road from High Density Urban
<br />Residential, URH, to General Mixed Use, GMU, for a real estate
<br />office. The Comprehensive Plan recommends commercial
<br />development. Planning Commission recommends approval.
<br />
<br />1. Richard Barbee, 805 Live Oak Drive, Chesapeake, spoke on behalf of the applicant.
<br />
<br /> Motion by Ms. Psimas, and seconded by Mr. Moody, to concur with the
<br />recommendation of the Planning Commission that Z-18-04 be approved on first reading,
<br />and was adopted by the following vote:

<br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe
<br />Nays: None
<br />
<br />(b) UP-18-05 MIDTOWN - Request of the City of Portsmouth to obtain a Use
<br />Permit to erect a 300 foot communications tower for Emergency
<br />Management 911 radio communications at 2017 Frederick
<br />Boulevard. The proposed tower will replace the existing
<br />communications tower located at the City’s Public Works Facility.
<br />This area is designated on the Future Land Use Map in the
<br />Comprehensive Plan as a Mixed Use Corridor. Planning
<br />Commission recommends approval with conditions.
<br />
<br />1. Ron Guthrie, 1742 Parham Road, Henrico, VA, spoke on behalf of the applicant.
<br />
<br /> Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to concur with the
<br />recommendation of the Planning Commission that UP-18-05 be approved on first reading,
<br />and was adopted by the following vote:
<br />
<br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe
<br />Nays: None
