<br />Motion by Mr. Moody, and seconded by Mr. Clark, to close nominations and the
<br />above nominations were adopted by the following vote:

<br />18 - 373 - Items Submitted by Council Members

<br /> Adoption of a resolution confirming a Declaration of Local Emergency due to the
<br />threat of hurricane Florence impacting Portsmouth, Virginia.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following
<br />resolution, and was adopted by the following vote:
<br />
<br />“RESOLUTION CONFIRMING A DECLARATION OF LOCAL EMERGENCY DUE TO
<br />THE THREAT OF HURRICANE FLORENCE IMPACTING PORTSMOUTH, VIRGINIA.
<br />
<br /> WHEREAS,
<br />the City Manager of the City of Portsmouth, acting in her official
<br />capacity as Director of Emergency Management, did on September 10, 2018 declare a
<br />Local Emergency due to the threat of Hurricane Florence impacting Portsmouth, Virginia;
<br />and
<br />
<br />WHEREAS,
<br /> pursuant to Article XIII of Chapter 2 of the Code of the City of
<br />Portsmouth, it is now incumbent on City Council to take official action ratifying said
<br />declaration of emergency;
<br />
<br />NOW THEREFORE BE IT RESOLVED
<br /> by the Council of the City of Portsmouth,
<br />Virginia, that said Declaration of Local Emergency, a copy of which is attached hereto, is
<br />hereby ratified and approved, and that the City Manager is further authorized to take all
<br />actions reasonable and necessary to complete implementation of all measures taken to
<br />
<br />respond to said emergency.”

<br />1. Sean Smellie, 114 Ericsson Street, asked for help in resolving the issue of whether
<br />or not the fence on his property is a code violation.
<br />
<br />2. Sergio Neal, 1560 Darren Circle, asked for help in providing answers to what the
<br />procedure is for holding a nonpartisan candidate event at a City recreational facility.
