September 25, 2018 <br /> <br />Motion by Mr. Moody, and seconded by Mr. Clark, to close nominations and the <br />above nominations were adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 373 - Items Submitted by Council Members <br /> <br /> <br /> Adoption of a resolution confirming a Declaration of Local Emergency due to the <br />threat of hurricane Florence impacting Portsmouth, Virginia. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION CONFIRMING A DECLARATION OF LOCAL EMERGENCY DUE TO <br />THE THREAT OF HURRICANE FLORENCE IMPACTING PORTSMOUTH, VIRGINIA. <br /> <br /> WHEREAS, <br />the City Manager of the City of Portsmouth, acting in her official <br />capacity as Director of Emergency Management, did on September 10, 2018 declare a <br />Local Emergency due to the threat of Hurricane Florence impacting Portsmouth, Virginia; <br />and <br /> <br />WHEREAS, <br /> pursuant to Article XIII of Chapter 2 of the Code of the City of <br />Portsmouth, it is now incumbent on City Council to take official action ratifying said <br />declaration of emergency; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that said Declaration of Local Emergency, a copy of which is attached hereto, is <br />hereby ratified and approved, and that the City Manager is further authorized to take all <br />actions reasonable and necessary to complete implementation of all measures taken to <br /> <br />respond to said emergency.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br /> Ms. Psimas informed citizens and City Council of the following upcoming events: <br /> <br /> <br />-2018 Virginia Craft Beer and Wine Festival, Saturday, September 29, 2018 at the <br />Union Bank and Trust Pavilion. <br /> <br />-Santa’s House Santa Fall Fling, Saturday, September 29, 2018, 10 am – 4 pm at <br />Cross Roads United Methodist Church. <br />st <br /> <br />-Fraternal Order of Police 1 Annual Beer, Band and Barbecue, Sunday, <br />September 30, 2018 at Bayside Harley Davidson. <br /> <br />-Last day to register to vote, Monday, October 15, 2018. <br /> <br />-Medicaid Expansion Informational Session, Thursday, October 4, 2018, 6-7 p.m. <br />at Social Services. <br /> <br /> Mr. Moody gave kudos to staff for the impressive way the shelters were prepared for <br /> <br />the impending hurricane. <br /> <br />18 - 374 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />18 - 375 - Non-Agenda Speakers <br /> <br />1.
