<br />September 24, 2018 <br /> <br />At a Called Meeting of the City Council on Monday, September 24, 2018, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray <br />A. Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City <br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />18 - 357 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, September 24, 2018 for <br />the purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />Supplemental Retirement Board Members Present: <br />Susan Burton, Chairman <br />Laura Belin <br />Mathew Crutcher <br />David Harrington <br />Landon Moore <br />Mark Munson <br />Elizabeth Gooden, Human Resource Management Director <br />Cheryl Spivey, Chief Financial Officer <br /> <br />18 - 358 - The following items were discussed in Public Work Session: <br /> <br />1. Joint City Council/Supplemental Retirement Board Meeting - Solomon Ashby, City <br />Attorney <br />- Councilman Moody inquired about the $75 increase for widows and widowers <br />only. <br />- Councilman Moody inquired about the investment returns and trends over the <br />past 15 years. City Attorney Ashby will provide a report on the latest updates and <br />trends. <br />- Councilman Moody inquired about the funding percentages of other cities and <br />return on investments. City Attorney Ashby will research and report back. <br />- Councilman Moody inquired about the statewide funding comparison ratio of <br />other retirement systems. City Attorney Ashby will research and report back. <br />- Councilman Whitaker inquired about the total number of retirees in each system, <br />and also include the number of active employee’s verse beneficiaries over the <br />past 5 years. City Manager Patton will report back. <br />- There was a consensus of Council to request a copy of how the assets are <br />allocated. Chairman Burton will provide Council with a copy of that report. <br /> <br />2. Portsmouth Community Broadband Network - Daniel Jones, Chief Information <br />Officer <br /> <br />3. Public Utilities Overview/Projects - Erin Trimyer, Director Public Utilities <br />- Mayor Rowe requested a copy of the map of the four phases of the downtown <br />project. City Manager Patton will provide Council with a copy of the map. <br /> <br /> City Attorney Ashby notified Council that he will be providing an update on the <br /> <br />revised Council Rules. <br /> <br />On motion, meeting adjourned at 7:54 p.m. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
