<br />At a Called Meeting of the City Council on Monday, August 27, 2018, there were
<br />present:

<br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray
<br />A. Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager
<br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />18 - 324 - The Mayor called the meeting to order and welcomed all in attendance:
<br />

<br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, August 27, 2018 for the
<br />purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />18 - 325 - The following items were discussed in Public Work Session:
<br />
<br />1. Street Paving Program - Youssef Khalil, Director of Public Works
<br />
<br />2. 2019 Legislative Submissions - Sherri Neil, Intergovernmental Affairs Manager
<br />- Councilman Whitaker inquired about the bail requirements for non-violent arrest
<br />and local delegate support on this issue. City Manager Patton will research and
<br />report back.
<br />
<br />3. 2017 Police Department Annual Report - Chief Tonya Chapman, Chief of Police
<br />- Councilman Whitaker inquired about processes for crimes committed by persons
<br />with mental disabilities. City Attorney Ashby provided a brief update, and City
<br />Manager Patton will meet with Sheriff Moore for additional information and report
<br />back.

<br />4. Pre-Briefing on Municipal Fiber Network - Michael Ammons, Procurement Officer
<br />
<br />18 - 326 - Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to go into a Closed
<br />Meeting pursuant to Virginia Code 2.2-3711 A.3 for the purpose of:
<br />
<br />Discussion of assignment, appointment, or salaries of City Council appointees.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe
<br />Nays: None
<br />
<br />Motion Ms. Lucas-Burke, and seconded by Mr. Smith, pursuant to Virginia Code
<br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the
<br />Closed Meeting was convened
<br />
<br />were heard, discussed or considered in the closed meeting just concluded by the City
<br />Council.
