September 16, 1986 <br /> <br /> "The City Council and the Planning Commission are pleased to <br /> zelcome you to this joint public hearing on the proposed 1986-91 <br />Capital Improvement Program. This document establishes the City's <br /> construction program over the next five years and, as such, <br />a tremendous impact on the future physical appearance of Ports- <br />mouth. But Equally important, the Capital Improvement Program af- <br />fects both.the social and economic ~evelopment in Portsmouth, and <br />thus is of vital interest to all citizens. <br /> <br /> We actively seek your comments, for it is our intention to <br />adopt a program which meets the identified needs of our citizens." <br /> <br /> J. Douglas Powell, Chairman of she Planning Commission, offere~ <br />the following statement: <br /> <br /> "On behalfof the memberaof the Planning Commission, we are <br /> ,leased to participate with you in this joint public hearing on the <br /> ~ital Imprcvement Program. The Commission, by its ~ature, is <br />interested in the overall Fhysical development of the City, as <br />generally outlined in the Comprehensive Plan. We view the Capital <br />Improvement Program as the action document which makes possible the <br />~ublic improvements which are outlined in the Comprehensive Plan. <br /> <br />We hope to receive public comment tonight, and that comment <br />~ill receive our serious consideration when we make our formal re- <br />ccmmendation to City Council at our October 7th meeting.' <br /> <br />The following citizens spoke: <br /> <br /> Raleigh G. Harsley, 2124 Peach Street, President,of Lee Ward <br />ivic League, spoke in suppcrt of the CIP and requested that his <br /> be included in the street improvements. <br /> <br /> John G. Wallace, 957-C Suburban Parkway, asked that funds be <br />.side for curbs and gutters as requested by citizens in the past. <br /> <br />No action taken. <br /> <br /> Mormon of Mrs. Webb and seconded by Mr. <br />6-339 on the agenda to be taken up at this <br /> unanimous vote. <br /> <br />Gray, to move Item <br />time, and was adopted <br /> <br /> 86-339 Resolution pertaining to the guarantee of bonds to <br />finance a public recreatmon and sports facility to be located in <br />Isl.e~of Wight County, Virginia and operated under the auspics of <br />the Sports Authority of Hampton Roads, Virginia. <br /> <br /> Mcrton V. Whitlow, 801 Court Street, representing Sports <br /> Authority, spoke for support of the prop~sed'projedt~ <br /> <br /> Dawn Davis, 4409 Mallard Crest, representing NASCAR Speedway, <br /> spoke in support of the speedway. <br /> <br /> James L. Coleman, 147 Ridgeley Road, spoke in support of the <br /> speedway. <br /> <br /> Motion of Mr. Simpson and seconded by Mrs. Webb, to adopt the <br />resolution and include that two NASCAR races be held each year unt] <br />the bond issue is completed and Hampton Roads be given the name of <br />the race track. <br /> <br /> On motion the following resolution was adopted, and by the <br />following vote: <br /> <br /> "A RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, <br /> VIRGINIA PERTAINING TO THE GUARANTEE OF BONDS TO FINANCE <br /> A PUBLIC RECRE&TION AND SPORTS FACILITY TO BE LOCATED IN <br /> ISLE OF WIGHT COUNTY, VIRGINIA AND OPERATED UNDER THE <br /> AUSPICES OF THE SPORTS AUTHORITY OF HAMPTON ROADS, VIRGINIA. <br /> <br /> <br />
