September 16, 1986 "The City Council and the Planning Commission are pleased to zelcome you to this joint public hearing on the proposed 1986-91 Capital Improvement Program. This document establishes the City's construction program over the next five years and, as such, a tremendous impact on the future physical appearance of Ports- mouth. But Equally important, the Capital Improvement Program af- fects both.the social and economic ~evelopment in Portsmouth, and thus is of vital interest to all citizens. We actively seek your comments, for it is our intention to adopt a program which meets the identified needs of our citizens." J. Douglas Powell, Chairman of she Planning Commission, offere~ the following statement: "On behalfof the memberaof the Planning Commission, we are ,leased to participate with you in this joint public hearing on the ~ital Imprcvement Program. The Commission, by its ~ature, is interested in the overall Fhysical development of the City, as generally outlined in the Comprehensive Plan. We view the Capital Improvement Program as the action document which makes possible the ~ublic improvements which are outlined in the Comprehensive Plan. We hope to receive public comment tonight, and that comment ~ill receive our serious consideration when we make our formal re- ccmmendation to City Council at our October 7th meeting.' The following citizens spoke: Raleigh G. Harsley, 2124 Peach Street, President,of Lee Ward ivic League, spoke in suppcrt of the CIP and requested that his be included in the street improvements. John G. Wallace, 957-C Suburban Parkway, asked that funds be .side for curbs and gutters as requested by citizens in the past. No action taken. Mormon of Mrs. Webb and seconded by Mr. 6-339 on the agenda to be taken up at this unanimous vote. Gray, to move Item time, and was adopted 86-339 Resolution pertaining to the guarantee of bonds to finance a public recreatmon and sports facility to be located in Isl.e~of Wight County, Virginia and operated under the auspics of the Sports Authority of Hampton Roads, Virginia. Mcrton V. Whitlow, 801 Court Street, representing Sports Authority, spoke for support of the prop~sed'projedt~ Dawn Davis, 4409 Mallard Crest, representing NASCAR Speedway, spoke in support of the speedway. James L. Coleman, 147 Ridgeley Road, spoke in support of the speedway. Motion of Mr. Simpson and seconded by Mrs. Webb, to adopt the resolution and include that two NASCAR races be held each year unt] the bond issue is completed and Hampton Roads be given the name of the race track. On motion the following resolution was adopted, and by the following vote: "A RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA PERTAINING TO THE GUARANTEE OF BONDS TO FINANCE A PUBLIC RECRE&TION AND SPORTS FACILITY TO BE LOCATED IN ISLE OF WIGHT COUNTY, VIRGINIA AND OPERATED UNDER THE AUSPICES OF THE SPORTS AUTHORITY OF HAMPTON ROADS, VIRGINIA.
