August 14, 2018 At a Called Meeting of the City Council on Tuesday, August 14, 2018 there were present: Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray A. Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 18 - 308 - The Mayor called the meeting to order and welcomed all in attendance: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 14, 2018 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 18 - 309 - The following items were discussed in Public Work Session:  Introduction of Stephanie Love, Assistant City Assessor - Holt Butt, City Assessor 1. Smart City Connectivity Study Update - Daniel Jones, Director of Information Technology 2. New Zoning Ordinance Engagement Joint meeting of City Council and Planning Commission, Thursday, August 27, 2018,  at 6:00 p.m. 3. Discussion of City Council Rules – Speaker Comments - Solomon Ashby, City Attorney Mayor Rowe asked that Solomon Ashby, City Attorney, come back with an  amendment to the Council Rules of Order and Procedure that would allow a person to speak as an agenda and non-agenda speaker but limiting non-agenda comments to a new subject and not referencing a previous agenda item of the current Council meeting. 4. Z-18-02 – Laurel Park Update - Bob Baldwin 5. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager 6.City Council Liaison Reports -Councilman Clark -  Hampton Roads Regional Jail Authority update. -Councilwoman Lucas-Burke -  Follow up of Planning Commission consideration of resolution allowing for real estate offices downtown. -Mayor Rowe -  Trip to Washington D. C. on September 26, 2018. -Councilman Moody -  Asked that staff come back with a report on the retirement multiplier, how it ranks with the State and what is required to provide an increase to the level of the other cities in Hampton Roads.  Asked that staff come back with a report of Cost of Living Adjustment (COLA) for retirees, widows/widowers. Dr. Patton, City Manager, informed City Council that a presentation o regarding COLA will be provided at the September 24, 2018 Public Work Session.
