<br />July 24, 2018 <br /> <br />At a Called Meeting of the City Council on Tuesday, July 24, 2018 there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., *Ray <br />A. Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />18 - 280 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, July 24, 2018 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />18 - 281 - The following items were discussed in Public Work Session: <br /> <br />1. City Ready – Mass Communications Plan - Daniel Jones, Director of Information <br />Technology <br /> <br />2. Hurricane Preparedness - Captain Justin Arnold, Deputy Coordinator of Emergency <br /> Management, Office of Emergency Management Services. <br /> <br />3. Pavilion Update and Cedar Grove Cemetery Fence Project - James Wright, City <br /> Engineer <br /> There was a majority consensus of City Council to have staff come back with the <br /> <br />feasibility of providing a bike lane on the seawall. <br /> <br />4. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br />-Councilman Moody had questions with regards to the food trucks item (18-263a) <br />as part of the agenda. <br /> <br /> Dr. Patton, City Manager, informed City Council that she would provide that <br />information. <br /> <br />-Councilman Moody asked if the SportsPlex could open earlier than 11 a.m. <br /> <br /> Dr. Patton, City Manager, informed City Council she would report back on this <br />item. <br /> <br />-Councilman Whitaker asked that there be an alternative plan, with the appropriate <br />checks, to handle real estate overpayments. <br /> <br />-Vice Mayor Psimas asked for and received consensus of City Council to refer an <br />item to the Planning Commission to remove real estate offices from the definition <br />of prohibited uses in the Historic District in order to update ordinance. <br /> <br />-Mayor Rowe asked that Debra White, City Clerk and Dr. Patton, City Manager, <br />look at developing a process and dates in which City Council could have a joint <br />meeting with the Planning Commission to discuss the new zoning ordinance. <br /> <br /> <br />5.City Council Liaison Reports <br /> <br />-Councilman Smith - <br /> <br /> Report on tour of Water Treatment Plan <br /> <br />-Councilman Moody - <br /> <br /> Personnel Committee discussion. <br /> <br />-Councilwoman Lucas-Burke - <br /> <br /> Portsmouth Redevelopment and Housing Authority (PRHA) update. <br /> <br />-Councilman Clark - <br /> <br /> Parking Authority Update. <br /> <br /> Hampton Roads Regional Jail (HRRJ) Authority update. <br /> <br />-Mayor Rowe - <br /> <br /> Virginia Municipal League Finance Committee update. <br /> <br /> <br /> <br /> <br /> <br /> <br />
