<br />At a Called Meeting of the City Council on Tuesday, July 10, 2018 there were
<br />present:

<br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., *Ray
<br />A. Smith, Sr., *Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City
<br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />18 - 260 - The Mayor called the meeting to order and welcomed all in attendance:
<br />
<br /> "Please attend a Called Meeting of the City Council to be held in the City Council
<br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, July 10, 2018 for the purpose of a
<br />Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />18 - 261 - The following items were discussed in Public Work Session:
<br />
<br />1. Historic Preservation Commission Appeals
<br />
<br />a. 101 Mount Vernon Avenue
<br />
<br />Motion by Ms. Psimas, and seconded by Mr. Clark, to table this item to the 7:00 p.m.
<br />Regular City Council meeting, and was adopted by the following vote:
<br />
<br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Rowe
<br />Nays: Whitaker
<br />
<br />b. 411 Mount Vernon Avenue
<br />
<br />
<br /> Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to approve a request
<br />to retain vinyl siding and front porch decking at 411 Mount Vernon Avenue.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Psimas, to amend the previous motion
<br />
<br />to include the condition proffered by the applicant that he would replace the current front
<br />porch decking with tongue and groove decking, and was adopted by the following vote:
<br />
<br />Ayes: Lucas-Burke, Moody, Psimas, Whitaker, Rowe
<br />Nays: Clark, Smith
<br />
<br /> Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to approve a request
<br />to retain vinyl siding with the condition proffered by the applicant that he would replace
<br />the current front porch decking with tongue and groove decking, and was adopted by the
<br />following vote:
<br />
<br />Ayes: Lucas-Burke, Moody, Whitaker, Rowe
<br />Nays: Clark, Psimas, Smith
<br />
<br /> There was a consensus of City Council to have staff come back with a study of
<br />
<br />penalties, if any, that can be levied upon citizens that do not follow the proper permit
<br />process.
<br />
<br />2. Medicaid Program Update - Pamela Little-Hill, Social Services Director
<br />
<br />-Councilman Whitaker asked that staff come back with the number of people that
<br />could be impacted if the Affordable Care Act is repealed.
<br />
<br />3. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager
